When a country becomes stronger, naturally she would be aggressive. If history is any useful guide, take a look at those country when they were strong; namely, France, Britain, Russia, Spain, Germany, Japan, China, India and of course currently USA. All of them using some kind of excuse to project power for its own interest.

Worrying about any country's rise is useless. The only way to avoid war is to grow stronger oneself so that no one would have a clear upper hand in fighting.

Believing a politician's advise from a country that has never stop fighting in other people's land is the worse option.
