yes it should be an Export project...and it might be a SAM sys between FD2000 and KS-1A in terms of technical level and price..

the PLAAF varient of KS1/1A is
HQ12 MR-SAM, which has entered service for around a decade..it is a low end SAM sys for cost-efficient replacement for the HQ-2 SAMs(PLAAF used to operate more than 100 battalions of such SAM, 700 launchers)...S300 and HQ9 are both expensive ...so PLAAF want some cheap options .and at that time ,the KS-1 for Export purpose has just finished the development. so with some improvement for specific request. KS-1 passed the national test and got the PLAAF codebname -HQ12
basicly ,HQ12 could be know as a Deep evolution of HQ2 ( second Gen of HQ-2 SAM catalog (MR-SAM), so the codename HQ12 was given...and other examples: HQ6 & HQ16 & HQ26(3 generations), HQ7 & HQ17 )...
the main feature:
1. new guidance station with PESA radar
2. All solid propellant missile( HQ2 is Liquid propellant powered)
3. using the same command guidance system as HQ2 for cost control and personal transfer training.
