Oh, really?This is the fault of Mainland China. Its policy of territorial bullying is causing its smaller neighbors especially those directly affected to be edgy. Unfortunately in this case some poor Taiwanese fisherman is the victim. The more China pushes the Philippines and Vietnam to the wall the more these smaller countries will become insecure and defensive. So we should expect more of these kind of incidents.

The government on Friday submitted in the Madurai bench of the Madras high court that there had been 167 incidents of shooting on Indian fishermen by the Sri Lankan navy between the years 1991 and 2011. As many as 85 fishermen had been killed and 180 injured in these incidents which took place within the Indian waters.

We were fishing within Chinese EEZ, not in Philippine waters.
Your heavily armed vessel opened fire on a civilian fishing boat for no good course and without giving any warning, and then chased the boat for another hour, during the process you were still shooting at the boat. This is no self defense, but blatant act of war.
I heard that Chinese navy are there to find that Philippine vessel and take it back for justice.

Taiwan frigates sailing out of KaohsiungTaiwan Sunday dispatched four coastguard and naval vessels to beef up patrols in waters near the Philippines following public outrage over the shooting of a Taiwanese fisherman by Filipino coastguards.

In its statement, Taiwan also asked the Philippine authorities to bring to justice the coastguards responsible and start negotiating with Taipei on a proposed fishery agreement.
