yes, absolutely,

in fact, it is chinese who are constructing brand new N. Plants with modern technology in pakistan to produce weapon grade nuclear materials. west along with india ranted this issue for a week but nothing happened.

i do not have sources with me but a quick search in google will provide plenty

In the coming weeks, China is expected to announce that it intends to export two nuclear-power reactors to Pakistan. The move would breach international protocol about the trade of nuclear equipment and material. Once the deal is officially confirmed, the spotlight won't be on either Beijing or Islamabad; it will be on Washington, which concluded a watershed nuclear agreement with India in 2008. That deal is the precedent that has opened the door for China -- creating an awkward test for a U.S. administration greatly concerned about the risks of nuclear proliferation.

China's announcement will overstep the guidelines of the 46-country Nuclear Suppliers Group (NSG), which bar nuclear commerce between Nuclear Non-Proliferation Treaty (NPT) members like China and nonmember states like Pakistan. Well, all the information you provide is only the guess work about the future-the 2 reactors hasn't been built yet.

And so far there is no evidence that Pakistan has used these civilian reactors for any military usage.

And by the way, last time I check that Pakistan is still an independent country, if they use Ciivilian reactors in wrong ways, that is their responsibility no china's. Just as India use the civilian reactors built by canada to provide supports for its nuclear weapon building, you can't blame canada as proliferating.

Increasingly, international China watchers are questioning if the Chinese communist mandarins have lost their ability to assess international situations, blindly riding on China's neo-economic and military power. Recently, Chinese strategic experts admitted Beijing failed to understand that its aggressive behavior was turning friends in South East Asia and East Asia into enemies. They also could not anticipate the US politico-economic-military surge in Asia Pacific Region (APR) led by US President Barack Obama.

China is making a similar mistake with India, misreading India's patience and goodwill for weakness. If China has made rapid progress in enlarging its comprehensive national power, other countries, including India, have not remained static. It is no secret, however, that after the defeat in the1962 war with China, Indians especially the army and the government were demoralized. But that is a thing of the past.
Officially, the PLA is under the Communist Party. In China, the party and the PLA inter-operate. China's strategic policy making is beginning to shift to the PLA's domain. This is a dangerous transformation for the entire world. For India, this is a development of high concern.

It is ironic that China—a three-decade long opponent of the NPT and a major nuclear proliferator—is opposing the U.S.-India nuclear civilian energy deal by presenting itself as a great champion of nuclear nonproliferation. Beijing's record of proliferation includes having helped in the development of Pakistan's and North Korea's nuclear weapons and ballistic missile programs. China was the last nuclear power to sign the NPT in 1992. Two years after joining the NPT, China transferred 5,000 ring magnets to Islamabad in 1994 to sustain the Pakistani centrifuge operations in a clear violation of the NPT. China is constructing two nuclear power reactors in Pakistan. China has also supplied equipment and materials to Iran for its nuclear and missile programs. Chinese bomb design drawings were recovered from Libya in 2003, and until today the Chinese have not made public the results of their "investigation" launched in February 2004 (China Brief, April 29, 2004).

They are mortified at present with India's acquisition and beefing up as also moving into the SCS.

Nor have the Chinese government and media ever been "worried" about the notorious "Nuclear Bazaar" run by the Pakistani scientist Dr. A.Q. Khan. Given Dr. Khan's close links with and numerous visits to the Chinese nuclear establishment, it is also inconceivable that Chinese security agencies were unaware of Pakistan's nuclear dealings with North Korea, Iran and Libya. Repeated sanctions imposed by the Bush administration against China's state-run companies for engaging in proliferation activities even after Beijing was admitted into the NSG in 2004 indicate that China's liaisons with would-be bomb-makers may have not ended completely. In sharp contrast with the China-Pakistan duo, India never proliferated nuclear weapons material or technology to any other state (despite multi-billion dollars offers from Libya, Iraq, and Taiwan).

The Chinese are masters at lie-ing through their teeth and with a straight face, though it is difficult to read their faces since they appear to be taut and hence, immobile!
