China is in "many ways far ahead" of India in the field of science, says a concerned Prime Minister Manmohan Singh, who last month pledged to more than double the country's R&D spending to $8 billion a year by 2017.

In an interview to the prestigious US Science magazine, Singh reiterated his concern that India's relative position in the world of science has been declining over the past few decades and it has been overtaken by countries like China.

"China is in many ways far ahead of India," he said.

Asked if India is competing with China in the field of scientific research, Singh said: "Well, we are competing, yes and no."

"India and China are engaged in a stage of development where we have both to compete and cooperate. We are the two largest developing countries and the two fastest growing countries. China is our great neighbour. Now, we've had in the past problems way back in the 1960s, but we are finding pathways to promote cooperation," Singh said.

His comments follow his recent pledge to hike R&D expenditures from around $3 billion last year to $8 billion a year by 2017.

During the interview, the Prime Minister laid out his vision for science in India and commented on controversial topics, such as genetically-modified food.

Singh said that Indian scientists need to focus on agriculture sector too. "We need to pay a lot more attention to the development of our agriculture.

"That will accelerate the tempo of rural development, which will help to increase the opportunities for our scientists to work in rural areas in development of water-management technologies, in development of environment-friendly technologies," he said.

Is that true? India is far behind China in science

China far ahead of India in science: Manmohan Singh - The Times of India

WASHINGTON: Prime Minister Manmohan Singh, who vowed last month to more than double India's R&D spending to $8 billion a year by 2017, has expressed concern over countries like China overtaking India in the field of science.

"Over the past few decades, India's relative position in the world of science had been declining, and we have been overtaken by countries like China," Singh declared in an interview with America's top "Science" magazine.

"China is in many ways far ahead of India," he is quoted as saying in the February 24 issue of Science which carries a special package of news focusing on the state of "Science in India," and how it has evolved over the past few decades.

Manmohan Singh had expressed similar concern at the Indian Science Congress earlier this year.

India : Great people ... inadequate government

That's a good introspection by India's priminister and though he has suggested some actions to be taken..... they should be followed up by proper execution.
India has no deficit of talents, Indians are quiet brilliant in any technological or scientific field, but the real problem is our government which is not as proactive and strong as chinese.

Well lets see... time will tell. I am a strong believer of our people's ability and they will stand equal to anyone in near future.

China is ahead because of blatant violation of copyrites laws. They reverse engineer everything but i am not against that, that is a good thing for developing economies and we should also follow that.

Science is one thing, there remain so many other things china is way ahead in, and we need to learn our lessons. Acceptance is the first step of a change, hope the lessons are learnt, and implemented well.

China and India are going to compete on every front in next two decades. China is way ahead of India due to confidence and ambitions of its LEADERS, yet India's people-force is just to be given a proper flow or guidance and they will see a COMPETITION never seen before.
Whatever may be outcome of the competition, yet COMPETITION BRINGS OUT THE BEST IN the competitors.

Yes! I agree a lot of IEEE papers these days are from China, their quality is good too. Don't know about the education system in China, but if we have to raise ourselves to international standards the Technical education needs to over hauled completely.

Yes,
China is ahead of india because they start reform 12 years early;
China is ahead of india because they cheat on their GDP data;
China is ahead of india because they violate the international law;
China is ahead of india because they cheat in the international trade;
China is ahead of india because they are copycats;
China is ahead of india beacuse international community doesn't give enough attention to india's achievement;
China is ahead of india because greedy big companies don't provide support to india as much as china;
China is ahead of india because they slave their people;

What elase excuse do we have here?

What I see here is that chinese realise their problems and try to do something about it, legally or illegally while indians are doing nothing but blaming others:

People blame goveronment;
goveronment blames entrepreneurs;
entrepreneurs blames politicians;
politicians blame foreingers;

It is quit good game here.

I second you mate. The technical education in India is one of the things that need a major overhaul. The syllabus of TE is good in the country but the manner in which it is taught in second tier Universities and Colleges are nothing but disappointing. Rote learning becomes the order of the day for the students, those who can't yet want to achieve good grades resort to cheating. Still those who genuinely want to grow a sense of inquiry and innovation have nothing much in store for them and are marginalised and get about mediocre grades until they become 'dis'illusioned and stop challenging the system altogether and become just another cog in its wheel.
When did a country become an engineering powerhouse this way?

..is true.

China has some really good research institutes and universities and their publication record will only corroborate what the PM is saying.

I think it is safe to say India is basically far behind China in virtually every economic, social development or science benchmarking.

I think it is time to rename this forum to "ultra stupid comments from dragon land". And way to go. On 1 hand here we have Indians saying Chinese have a better education, and on the other you who proves otherwise :lol: :laugh:
