He never tried to solve issue. He was a bigot whose mind was infested by friendship dream of socialist block. He was dreaming of a pacifist and unmilitarized who never had ambitions beyond its borders. His bias was responsible for India's engagement with Soviet Union, exceptionally soft and apologist approached towards USSR, PRC and DPRK, India's reluctance to test nukes (India had nuclear weapons way earlier in 1963), skipping the membership of UNSC and no military build up.In political circle, every one jump up and down accusing him a traitor when he tried to solve the issue diplomatically;
In military circle, those generals didn't even give those soldiers up on the hills proper cloths to resist cold weather. The result was more frozen death than being killed by PLA. Well, you can blame Nehru didn't provide enough for a war preparation, but can't blame him for the issue of operational logistics. The worst of worse, even though they were aware of every issue, they didn't do anything.
The intelligence department was even worse, the Chinese started to accumulate their supplies half years earlier. Your intelligence failed to offer strong evidence to warn your leaders.
When Chinese retreat, they again failed to find out that PLA already run out of supplies. Otherwise, India may win the war.
There wasn't much Nehru can do when every key department performed so badly.
Indian side were ill equipped because China was never perceived as enemy of by Nehru despite repeated acts of aggression. India's military build up started only after 1962. Those generals weren't accountable for plight of soldiers when proper equipment weren't supplied at all the first place.
