Chinese study in the west because their universitys are superior. has nothing about neutralizing anything. whats more, those in the position of authority, like CCP members, are trained in Singapore.

The annual statistics gathered by the Institute for International Education show that during the 2003-2004 academic year, there were 61,765 Chinese students at institutions of higher education in the United States.

Chinese Students

In China, that shift has been quite sharp. Last year, China sent 26,275 undergraduates and 57,451 graduate students to the United States — compared with 8,034 undergraduates and 50,976 graduate students five years earlier.

Chinese Stuents

It is obvious that the NTU will plug its university.

That apart, nations are not in the game of merely administering their country and ensuring the well being of their people. It is also in the game of ensuring that their interests are protected when doing transactions with other countries as also understanding and manipulating to suit the political nuances and the security needs and interests of their country.

All this is best done when there are advisors who are capable of driving sharp deals an this is feasible if one understands the nuances, the language, the culture of the country with which they are interacting. Thus they are in a better position to neutralise any advantages the country being interacted with.

For instance, using a simple example of understanding the language. An American during interaction with a Chinese, may say "my bad". 'diss' or 'prolly'. Obviously, those who are not aware of the meaning conveyed by these distortions from the normal acceptable syntax, would remain totally perplexed. But those who have been to the US, would not, and instead would know exactly what is being meant.

Or take the words 'tough pu/ssy', 'tough titty', 'wank', 'pigs back' etc.

Try understanding the English in the British ARRSE forum and one will know that there is a total maze between the formal the colloquial language. Yet, even a foreigner who has lived in England would not find it difficult at all. Check the difference of 'twat' and 'twit'. Or say, 'Everytime the bill comes my girl gets gator arms'.

That is just an example of the language.

There are also nuances in body language that is different from country to country and even community to community.

I could go on the differences in other facets too.

Therefore, the sum and substance is that when a country is one's adversary, then one requires understanding of that country in all its nuances and thus gets into the driver's seat when attempts to neutralise it arise and does so as best as feasible. And to understand and neutralise an adversary it is obvious that a person who has resided in the adversary country for some time and having observed issues is better equipped than one who has not gone to that country.

In a democracy, internal politics does matter. I am sure it should also matter in a totalitarian regime too! After all, both a democracy and a totalitarian regime are but working for the people and their desire and hope does matter, doesn't it?

For instance, even if the Indian Govt wants to 'normalise' their relationship with India's neighbours, they cannot go against the popular will of the Indian public.

India has been slow in building commercial ties with nations of the world because liberalisation has come in late. It is picking up as you have read in the link regarding Rare Earth export to Japan etc and how Dell is exporting from India instead of China. The Russian cooperation in Defence manufacture and the French nuclear deal is another input in this direction. There is no doubt that India is slow in picking up the avenues for international trade compared to China; but it is catching up and then, who knows?

For people to people interaction, a common language is necessary. The Chinese are not fluent in English and the Indians know no Chinese.

Chinese is not such an easy language as one may make it out to be. A quote attributed to William Milne, goes that learning Chinese is a work for men with bodies of brass, lungs of steel, heads of oak, hands of springsteel, hearts of apostles, memories of angels, and lives of Methuselah.

The Kangxi dictionary contains 47,035 characters. Most Chinese characters belong to the class of semantic-phonetic compounds, which means that one can know the basic meaning and the approximate reading of most Chinese characters, after acquiring some elementary knowledge of the language.

That is not all. Mandarin Chinese has four tones, namely the first tone (flat or high level tone). The second tone (rising or high-rising tone), the third tone (falling-rising or low tone), the fourth tone (falling or high-falling tone) and indeed, there is a fifth tone called neutral! Cantonese has six! In Indian languages, tones are only used to express emphasis or emotion, not to distinguish meanings as in Chinese.

Yet, a move has been made wherein Mandarin is going to be a subject for our CBSE syllabus. Many Indians study in China, especially in medical colleges, as they do in countries of the now defunct USSR. It is a good thing for the host countries, since that way they can get them to understand their ideology and culture and make them their representatives when such students return to their home!

The Chinese do not take advantage of Indian education since there would be apprehension of their govt that they might not get a favourable response. You may say but then why do the Chinese go to western nations to study. Here, the CCP, takes advantage of knowing the western nations ways so that they can understand them better to further their programme and thus be in a position to neutralise the western countries. Internal politics with external payoffs!!
First, admire your knowledge regarding Chinese language

CCP is not a Stalinist party no more. They are becoming a national capitalism party while still claiming Maxim's ideology which nobody believe, including themselves. They send their officials even their children to western countries. Not to find how to defeat them, but to find how to create a mechanism that can make their governance rich and powerful that no one can challenge. They are successful so far. Chinese government is richest in the world. The party loyalists are getting benefit by supporting their ruling.

Most of students are not sending by government but send by their families. More families are rich enough to send their children to America without any scholarship and help. I personally met a few of these undergraduates. Some of them are not coming to learn, but to play and waste time. They have sugar daddy and mommy in home who will take care of them no matter what.

k are you trying to argue that the students studying overseas are there to for the purposes of acquiring the knowledge to neutralize the US?

anyway, most of them are just typical students. like i said they have no influence in politics so it is pointless if the goal is to neutralize the US. my link about Singapore specifically talks about Chinese officials who do have the ability to influence politics.
