You're paranoid if you think NK wants its people to starve. You're flat-out insane if you think China wants NK's people to starve. What benefit does China get from NK civilians suffering and starving?

China's benefit comes from NK remaining stable. Any starvation that happens in NK is not China's primary intention nor even a result of Chinese actions.

North Korea is a mess, China does not know what to do with them any more then the USA. Chinas main problem is the mess is in their back yard and if N Korea keeps fooling around South Korea is going to end up with nuclear weapons and ten years from now China might be looking a full scale war in its back yard. In addition they may be looking at a Japan with nuclear weapons as well as N and S Korea. Japan has 45 tons of weapon grade Uranium and could have a number of nuclear bombs in a years time.
