The plan to bomb Kahuta had the blessings of Indira Gandhi. Israel did the stupidity of informing USA about it and they opposed it. They even leaked the plan to NYT so that the plan is scuttled. The year was 1984 and not 1982.
Russia did ask India to attack Pakistan more than once. even in 1987 Brasstacks, India was ready to strike pakistan but USA fooled the fool called Rajiv gandhi into believing that pak had nukes. While it emerged later that Pak acquired the capability only in 1995-96. Even than their tests in 1998 failed completely and they had to beg for a device from China to somehow justify the spend on nuke tech to keep the moral of the people in Pakistan. what Pak detonated was a plutonium device while they had been enriching uranium all these years. That gave away the game. Pak started making Plutonium only in 2005. So all this talk of Pakistan having 100 nukes is a humbug.
As recently as 2012 Dec, US asked India to attack Pakistan after that border incident.
