BRICS summit in India set to chart collective response to global threats

he eighth summit of BRICS nations has kicked off in Goa, south west India. Amid the turbulent geopolitical situation in the world, India, as the current BRICS chairman, is hosting under the slogan “Building Responsive, Inclusive and Collective Solutions.”


The leaders of Russia, India, China, South Africa and Brazil, as well as several guest countries, will meet at the summit to discuss the strengthening of strategic partnerships, cooperation on Russian and Chinese infrastructure projects, joint measures to fight global terrorism, drug dealing and corruption, and some of “the most important” issues facing the world today.

A declaration outlining the joint position of the BRICS group on the Syrian crisis is expected to be signed during the summit. China has repeatedly backed Russia’s position on the situation in Syria, while India has previously expressed major interest in achieving stability in the Middle East.

“China and Russia hold similar positions on the most important international and regional issues, including on Syria and Afghanistan,” China’s vice foreign minister Li Baodong said this week. “The sides, being permanent members of the UN Security Council, continue close cooperation on international and regional issues.”

However Brazil, unlike China and India, may choose to take a neutral stance on the Syrian crisis, political scientist Aleksander Shatilov believes.

“The West managed to rock BRICS with the coup in Brazil,” Shatilov told RT. “As a result, Brazil will have a neutral opinion on many problems. The BRICS approach to solving international conflicts could be among them.”

The integration of the Eurasian Economic Union (Russia, Armenia, Belarus, Kazakhstan and Kyrgyzstan) in the so-called Silk Road Economic Belt project is among one of the main goals of the summit. While infrastructure projects of the New Silk Road are already underway in EEU states, experts note both the importance of such an ambitious project, as well as certain possible obstacles that could stand in its way.

The summit may also mark a further expansion of EEU to the east, according to the Director of Eurasian Economic Union Institute Vladimir Lepehin.

“Today EEU, tomorrow EEU and Shanghai Cooperation Organisation (SCO), a day after tomorrow – other countries of Eurasian economical area, which are not members of EEU and SCO,” said Lepehin.



The creation of BRICS raised hopes that the end of the unipolar world is near, but this “dream” is still unfulfilled and the new summit is an important step for reaching that goal, believes political scientist Daniel Shaw from the City University of New York.

“The dream of the BRICS nations and really of all oppressed countries in the world is still unrealized,” Shaw told RT. “Eighth years ago Russia, China, South Africa, India and Brazil came together to form the BRICS block as a counterweight to US hegemony, to unipolar world where the US dominated military and geopolitically as well as economically. Eight years later that’s an unfinished dream and an unfinished mission, hence why this meeting, this summit this weekend in India is all the more important.”

The previous BRICS summit took place in the southern Ural city of Ufa, Russia, in July 2015. BRICS countries then established the New Development Bank (NDB), which has the potential to become an alternative to the International Monetary Fund (IMF).

‘An old friend better than two new friends,’ PM Modi tells President Putin
Prime Minister Narendra Modi and Russian President Vladimir Putin held delegation-level talks on the sidelines of the BRICS summit in Goa. Both leaders later made statements detailing the partnership between the two countries. India and Russia signed a total of 16 agreements mostly in the fields of defence, energy, power, shipbuilding and space. Both PM Modi and President Putin also inaugurated units 3 and 4 of the Kudankulam nuclear plant.

“We agreed to work on an annual military industrial conference that will allow stakeholders on both sides to institute and push collaboration,” said PM Modi. He called Russia an ‘old friend of India.’

Top heads of state including Chinese President Xi Jinping and South African president Jacob Zuma are in Goa to attend the 8th BRICS summit. Representatives from the BIMSTEC countries will also be present at the summit. BRICS is an association of emerging national economies comprising of Brazil, Russia, India, China and South Africa.

This year’s summit is themed on ‘Building Responsive, Inclusive and collective solutions.’ Prime Minister Narendra Modi, who arrived in the state Friday night, will be hosting a dinner for the state heads Sunday night. While the meetings are happening at multiple venues in the coastal state, the Leela resort is the place where all these leaders and their key delegates will be converging for the state dinner, a hotel spokesperson told PTI. The resort, that overlooks the tranquil Sal river and the lofty Betul mountains, is situated on the pristine Mobor beach.



Pakistan, with whom India is currently having increased tensions, is likely to be the flavour of the summit. When PM Modi meets Chinese President Xi Jinping later Saturday for bilateral talks, the foreign leader is likely to impress for resumption of engagement with Pakistan. India to buy game-changer S-400 air defence system from Russia

S-400 'Triumf'

The most strategically important decision inked on Saturday is the inter-governmental agreement for the purchase of S-400 'Triumf' long-range air defence missile system which has the capability to destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400km.

India and Russia have been in talks for over a year for the purchase of at least five systems of S-400 that will be a game changer in the region.

It is capable of firing three types of missiles, creating a layered defence, and simultaneously engaging 36 targets.

The S-400 surface-to-air missiles are meant to strengthen India's defences along its borders with China and Pakistan, military officials have said.

Rosneft-led group acquires Essar Oil for nearly $13 billion
Russia's state-controlled oil giant Rosneft+ and its partners on Saturday took over India's second biggest private oil firm Essar Oil+ n an all-cash deal valued at about $13 billion.

Rosneft bought a 49 per cent stake in Essar Oil+ 's refinery port and petrol pumps, while Netherlands-based Trafigura Group Pte, one of the world's biggest commodity trading companies, and Russian investment fund United Capital Partners split another 49 per cent equity equally.

The remaining 2 per cent is held by minority shareholders after delisting of Essar Oil.

The deal has an enterprise value of close to $13 billion+ , which includes Essar Oil's debt of $4.5 billion and about $2 billion debt with the port company and power plant. Also, the near $3 billion dues to Iran for past oil purchases will continue to be on Essar Oil books.

Essar Oil, part of a steel-to-ports conglomerate controlled by the billionaire Ruia brothers, operates a 405,000-barrels-a-day refinery at Vadinar in Gujarat. The refining complex also has a captive power plant as well as a port and terminal facilities.

Essar Oil said it has signed two agreements for the sale.

"The first sale and purchase agreement envisages the sale of 49% to Petrol Complex Pte Ltd (a subsidiary of PJSC Rosneft Oil Company); the second envisages the sale of the remaining 49 per cent to Kesani Enterprises Company Limited (owned by a consortium led by Trafigura and United Capital Partners) at an enterprise valuation of Rs 72,800 crore ($10.9 billion).


"An additional Rs 13,300 crore ($2 billion) will be paid for the acquisition of Vadinar Port, which has world-class storage and import/export facilities," it said

The deal would help the Essar Group, one of India's largest and most indebted conglomerates, trim its about Rs 88,000 crore (over $13 billion) debt and ward off creditor pressure.


The deal was announced as Indian Prime Minister Narendra Modi met Russian President Vladimir Putin during a meeting of the leaders of the BRICS countries here.


The deal is the single largest foreign investment in the Indian refining sector and will strengthen the ties between the world's largest oil producer and the world's fastest growing fuel consumer.



The acquisition is the biggest foreign acquisition ever in India and Russia's largest outbound deal.


The all cash deal is expected to close in first quarter of 2017

Russia wants it to be a geostrategic powerhouse with coherent foreign policy.
China wants it to be the flagship of its economic might and a open Market for all its crap.
India wants to balance everything always.
And Brazilian and south Africans themselves don't know where they stand or what they want:bounce:

All this Russia India Dealing has nothing to do with BRICS.

And fuck those Chinese, our market is our greatest weapon we should keep china out as much as possible.
They should only be allowed to enter where no other is interested.
Japan , Germany should be preferable to chinks

India-Russia Defense Deals: Six Things India Got From 'OLD FRIEND' Russia

Prime Minister Narendra Modi call on to India's "old friend" Russia in a joint address at the BRICS Summit that saw 16 agreements being signed between the two countries in the presence of Russian President Vladimir Putin.

Here's what the two nations signed:
1) A deal for S-400 Triumf air defense systems from Russia worth over $5 billion. The long-range air defense missile system has the capability to destroy incoming hostile aircraft, missiles and even drones at ranges of up to 400 km. India and Russia have been in talks for over a year for the purchase of at least five systems of S-400 that will be a game-changer in the region.

2) A $500 million push into the Indian infrastructure space, along with an equal investment by the newly formed National Infrastructure Investment Fund (NIIF), to form a $1 billion 'Russian-Indian Investment Fund'.

3) A joint venture to build Russian Kamov helicopters in India. The plan is to build at least 200 helicopters the defense forces need and is part of Modi's drive to build a defense industrial base in India.

4) Joint agreement on shipbuilding and specialist training in Andhra Pradesh.

Possibly BRICS has reached a point to be either discarded altogether or slip into oblivion. Other than magnificent get-togethers now and then what has it done to make an impact as a group? A few interesting sidenotes -

1) Three of 5 namely Brazil, South Africa and China stick to the threshold rule for non NPT applicants to join NSG.
2) Once in a while there're talks like visa-free treatment to citizens of member states for ease of travelling within BRICS. It's never been followed up ending up lip service.
3) BRICS bank was founded for economic consolidation. However it seems stagnant in limbo up to date. Meanwhile China has staged AIIB bank which is up and running.
4) There is SCo for regional security functioning in parallel, which is to get Pakistan and India and Iran aboard too. Consequently BRICs looks redundant.

More... just showing how ineffectual BRICS is as a group that's supposed to make an collective voice worldwide, re. finance, geopolitics and security. Most of members interactions so far, are bilateral and fragmented, as can be facilitated without a multilateral forum like BRICS.

Grand shows like annual summits may continue with high-spirited communiques, but BRICs in essence is a ditched shell.

There is a lobby in India which keeps dreaming of India China friendship . The more China plays poker on terrorism the more clear it's intention become.

Even on nsg china scored a self goal .

Goa: Without naming Pakistan, Prime Minister Narendra Modi took on the neighbouring country in scathing terms at the BRICS Summit in Goa today, calling it the "mother-ship of terrorism".
"Selective approaches to terrorist organisation and individuals" he said, will be counterproductive. "Criminality should be the only basis for action against individuals and organisations carrying out terrorist acts.
