Saab Submits Enhanced Gripen Proposal For Brazilian Fighter Tender

The updated proposal fulfils all the requirements stated by Brazil to develop, manufacture, operate, maintain and upgrade an independent multi-role fighter, together with an extensive industrial package with full transfer of technology. This will give Brazil the opportunity to be involved in the development as well as to include a significant number of Brazilian suppliers in Gripen NG aircraft.

The Air Force Command this week (Sept. 8) told the manufacturers short-listed for the Project F-X2 competition (Boeing, Dassault and Saab), that they will be able to submit new proposals to improve their offers to the selection process of new fighter aircraft to defend the country.

In a statement this week, the Defense Ministry said the negotiations with the three finalists continue, with the possibility of expanding and redefining the proposals.

In the next step, the F-X2 Project Management Committee will complete the technical evaluation, and prepare the final report to be submitted to the High Command of the Air Force and, later, to the Ministry of Defense.

"We will do technical analysis. The government will analyze policy and strategic aspects, "said Gen. Juniti Saito, Commander of the Air Force.

The French government has already made a commitment to offer Rafale fighters (from Dassault) at competitive and reasonable prices, comparable to those paid by the French military, and with transfer of technology, among others. This week, the other two competitors have also confirmed their interest in further bids.

According to Gen. Dirceu Noro, Chairman of the F-X2 Project Management Committee, participants are being evaluated in five priority areas: technology transfer; weapons systems [for Brazil]; offset and participation of Brazilian industry; technical-operational performance; and commercial aspects [price, financing and interest rates—Ed.].

Participants in the F-X2 Project will be evaluated according to how they score on various questions, for example on the level of technology transfer that they offer. The methodology of this work has been refined and applied by the Air Force since the early 1980s, when the country participated in the joint development of a fighter with Italy (AMX Project).

The result of the partnership with the Italians, and the development of a tactical attack aircraft which was used in combat (in Kosovo), was a learning experience for Brazilian industry. The Embraer 145 and 190 jet transport aircraft benefited from technology obtained during this period.

To understand the issues involved, it is worth noting that in the field of weapon systems, for example, the goal is to guarantee that Brazil will be able to use its own weapons, extant or to be developed in future, without any restriction.

So far, the selection process comprises more than 26,000 pages of documents, including offers and counter-offers, and these documents will serve as the basis for drafting and management of the contract to be signed. The Air Force Command plans to complete the technical phase of this process in October.

The FX-2 Project differs from the first selection process, which covered the purchase of 12 fighters to equip one air-defense squadron. In the current process, the model to be chosen will be the platform that will gradually replace the air force’s entire fighter fleet (F-2000, F-5 and A-1 fighters). It will be an investment over the next three decades.


UNDERSTANDING THE PROCESS

May 2008

The Air Force Command, given the operational needs for the coming decades and following the combat aircraft retirement schedule of the Brazilian Air Force, on May 15 established the Project F-X2Management Committee, with the purpose of conducting the acquisition process of new fighter aircraft to be incorporated into the Air Force

The aim is to provide FAB a standardized fleet of multirole fighter aircraft, with flight operations in Brazil planned to begin in 2015, and to remain in service for about 30 years. The plan provides for the gradual replacement of the fleet of Mirage-2000, F-5M and A-1M.

To this end, six companies were pre-selected and were asked to submit information (Request For Information, RFI): the American Boeing (F/A-18 E/F Super Hornet) and Lockheed Martin (F-35 Lightning II), France's Dassault (Rafale), Russia's Rosoboronexport (Sukhoi SU-35), Sweden's Saab (Gripen) and the European consortium Eurofighter (Typhoon).

The process of choosing the winning aircraft takes into account primarily the fulfillment of operational requirements stipulated by the FAB. Other criteria used in the evaluation relate to logistics, costs, conditions offers of compensation trade and the degree of technology transfer for the Brazilian aeronautics industry.

June to November 2008

The Air force Command completed another stage of the selection process of the new multi-role fighter aircraft.

The Project F-X2 Management Committee (CGPF-X2) conducted studies for the evaluation of pre-selected aircraft (Boeing F-18E/F Super Hornet, Dassault Rafale, Eurofighter Typhoon, Lockheed Martin F-16 Adv, Saab Gripen NG and Sukhoi SU-35) in order to develop a short-list.

The implementation of the short-list was done to guarantee the fulfillment of operational requirements for fighter aircraft and allow the further evaluations of weapon systems candidates were selected.

The studies were based on information provided by companies in response to requests for information (Request For Information, RFI) issued in June 2008. Information provided by participating companies were evaluated systematically, considering aspects related to operational areas, logistics, technical, offsets and technology transfer to the national defense industry.

Thus, assessments were concentrated in the finalists following aircraft: Boeing (F-18 E / F Super Hornet), Dassault Aviation (Rafale) and Saab (Gripen NG).

The 36 aircraft that make up the 1st batch should be delivered from 2014, with a life expectancy of at least 30 years. Thus, over the next few years they will gradually replace the current Mirage 2000, F-5M and A-1M fighters. The knowledge and technological skills acquired in this acquisition will help ensure that Brazil meets the conditions required to produce, or participate in the production, of 5th-generation fighter in the medium- and long-term future.

On Oct. 30, 2008 the Project F-X2 Management Committee issued a Request For Proposals (RFP) to the companies that had been short-listed: Boeing (F-18E / F Super Hornet), Dassault Aviation (Rafale) and Saab (Gripen NG).

Upon receipt of the Request for Proposals, the companies had until February 2, 2009 to submit proposals detailing the commercial, technical, operational, logistical, industrial, offset and technology transfer aspects of their offers.

February – 2009

On Feb. 2, the Air Force Command received the proposals from the participating companies selected in the short list: Boeing (F-18E / F Super Hornet), Dassault Aviation (Rafale) and Saab (Gripen NG).

At this point, the Project F-X2 Management Committee started working on the technical analysis of their offers in response to the RFP.

March - 2009

- The Command of the Air Force began meeting for clarifications with the companies participating in Project F-X2, in order to get more details about their offers.

The Project F-X2 Management Committee, through its technical team, conducted a thorough analysis, in accordance with appropriate methodology, keeping the focus on commercial aspects, technical, operational, logistical, compensation trade, industry offsets, and technology transfer.

On March 30, the Commission initiated the technical visits to companies competing for the Project F-X2, which included in-flight evaluation of the aircraft, to verify the technical, operational, logistics and industrial proposals. During this period, the project management teams also visited and evaluated industrial and logistical installations, maintenance workshops, systems development labs, and operational air force squadrons.

May 2009

Maintaining the policy of transparency in the selection process of new fighter aircraft, the Air Force Command on May 4 received the revised offers from participating companies for consideration and analysis by members of the Project F-X2 Management Committee.

June 2009

The Air Force Command ended the first round of data collection from companies participating in the process.

July - September 2009

The Commission carries out collection and analysis of additional information obtained from the tender finalists.

SAO PAULO, Brazil - Brazil's plan to buy 36 jet fighters is part of a strategy to boost defensive capabilities against "potential threats," President Luiz Inacio Lula da Silva said Dec. 8.

"One thing that we are most proud of is that Brazil is a peaceful country, without enemies. But every country has to prepare for potential threats," he wrote in a weekly question-and-response column distributed to Brazilian newspapers.

Lula stressed that the priority behind the fighter talks and a $12 billion contract signed last year with France to buy five submarines and 50 helicopters was to obtain the technology so Brazil could build the machines itself.

"We are going to increase surveillance of our airspace with the use of satellites, planes and radars," he said.

He added that sea defenses were already operational but would also be reinforced "to discourage any attempted attack on Brazilian interests," which include vast and newly discovered offshore oil fields.

Lula and French President Nicolas Sarkozy announced jointly in September that Brazil was negotiating to buy 36 Rafale fighter aircraft from France's Dassault company. The deal was estimated to be worth between $4 billion and $7 billion.

But pressure from Brazil's Air Force - which was still evaluating the Rafale against rival aircraft the F/A-18 Super Hornet by U.S. firm Boeing and the NG Gripen by Sweden's Saab - forced Lula to delay a definitive announcement.

The Brazilian Air Force evaluation was due to be handed to the government at the end of November.

Senior defense officials are still to meet to agree on the choice, although Lula has made it clear he will have the final word.

Jean-Marc Merialdo, the head of the Rafale bid in Brazil, said Dec. 8 that he had not yet received any details about when a decision would be made by Brazilian authorities.

"The ball is in their court," he said.

BRASILIA, Brazil - The Brazilian Air Force's first choice in the contest for a $7 billion contract for 36 high-tech fighter jets is the NG Gripen by Sweden's Saab, and not the government's pick, the French Rafale, Folha de Sao Paulo reported Jan. 5.

Citing an Air Force technical report, the newspaper said the French jet was not even the Air Force's second pick for the fighters. The runner-up was the F/A-18 Super Hornet by U.S. group Boeing.

The Rafale, an multirole fighter made by Dassault, had been seen as leading the pack since President Luiz Inacio Lula da Silva and French President Nicolas Sarkozy announced jointly in September that Brazil was negotiating to buy the delta-winged aircraft.

If that intent to purchase is confirmed, it would be the first export sale of the Rafale, possibly making it more attractive to other potential buyers Switzerland and India.

But Saab and Boeing are fighting fiercely to land the Brazilian contract, reportedly slashing prices to do so.

Lula's government has said the deal is not yet done with Dassault. It is waiting for an Air Force evaluation of the three contenders to be completed. Still, Lula has stressed that the final decision is his, and will be based on political and strategic considerations.

The priority for Brazil is to acquire technology through the purchase so it can end up with the capability to build its own 21st-century fighters.

Folha said the Air Force preferred the Swedish model because it was less costly and potentially had better commercial possibilities. And profit margins on future local production of the French jet were theoretically less interesting to local aviation giant Embraer, the Folha report added.

Brazil’s F-X2 Fighter Competition

The Brazilian air force’s Comissao Coordenadora do Programa Aeronaves de Combate (FAB COPAC) has produced its technical evaluation, based on aircraft performance, purchase and lifetime costs, and industrial benefits. The report was ratified by FAB command on December 18th, and media reports from the Folha de Sao Paulo claim that FAB’s executive summary had Saab’s Gripen as the preferred choice, with Boeing’s Super Hornet in 2nd place, and the Rafale last.

The final decision will be President Lula’s, but despite a MdD statement that the report has not been formally delivered, it’s likely to raise the political cost of going ahead with the Rafale deal. The dates involved also shed new light on the government’s mid-December 2009 decision to postpone their final decision, as FAB commander Brigadier Juniti Saito was with Defense Minister Jobim on end-of-year trips to China, Ukraine, and Paris, and COPAC Brigadier Dirceu Tondolo Noro was reportedly called to join them in Paris at the last minute.

Lifetime cost is a very significant issue for the FAB, which understands the inevitable swings that accompany military budgeting in a commodity-driven economy. Saab claims a price of around $70 million (currently around EUR 50 million), which would be 60-70% of the Rafale’s offer price, depending on which sources one believes. Dassault has sort of denied that the Rafale would be 40-50% more expensive (q.v. Nov 12/09 entry), and also contests Saab’s claim that the Gripen NG’s operating and maintenance cost per flight-hour would be just 25% of the twin-engine Rafale’s, but the French firm has not publicly offered any detailed figures. In terms of the politicians’ most important benchmark, the FAB also reportedly gave Gripen NG the edge in industrial benefits, siding with Brazilian industry in believing that a project in development offers greater opportunities to expand Brazilian technologies and skills than a finished product like the Rafale. The Brazilian Air Force would prefer to buy its next-generation fighter jets from Sweden, putting it at odds with President Luiz Inacio Lula da Silva’s preference for French planes, media reported on Tuesday.
The deal, which could initially be worth more than $4 billion, has sparked fierce competition among aircraft manufacturers.
An Air Force report presented to Defense Minister Nelson Jobim said Sweden’s Saab (SAABb.ST) had presented the best overall project among the three finalists, Folha de Sao Paulo newspaper reported on Tuesday.
The U.S.-made Boeing (BA.N) F18 was runner-up in the report, and France’s Dassault Aviation (AVMD.PA) placed last with its Rafale jet.
The Brazilian government said last year that it was in the final stages of talks to acquire the Rafale.
Accused by critics of cutting short the bidding process, the government insisted no final decision had been made. Lula said he would have the final word and that his decision would be political and strategic.
Brazil has signed a strategic defense agreement with France worth billions of dollars, including the local assembly of helicopters and conventional and nuclear-powered submarines.
Brazil is seeking a generous technology transfer offer and local assembly as part of a contract to buy 36 jet fighters. The deal could eventually rise to more than 100 aircraft.
Saab’s Gripen NG jet had a lower purchase and maintenance cost and would allow for more technology to be transferred to Brazil, Folha cited the Air Force report as saying.
Unlike the Rafale, which is a finished product, the Gripen NG would be developed with Brazilian participation, the Air Force said according to Folha.
The Veja news magazine reported this week that Jobim told friends there might not be a decision on the deal before he steps down in April to run for public office in October general elections.
For more than a decade, Brazil has been studying how to replace its aging fleet of fighter jets.
The Air Force declined to comment, and the defense ministry was not immediately available to comment.

Oui, could you imagine Dassault supplying 120 Rafale to Brazil and 180 to India? What a boom that would be!

but will they be in a position to supply both? considering both are going to happen back to back?

Mais Oui! Dassault only has to make the first batch, in both India and Brazil will be transfering production to their industrial base.

Merde, had to drop it to factory price... oh well. It always was overpriced. Who can compete with a 50 million Rafale. If we offer this for MMRCA, we can't lose.


Yes. They can hardly price it at euro 90m+ for India when they are selling the same thing to Brazil for 50 million.

If the French can price the Rafale at 50 million euros for India, then it would seem like a no-brainer for India to buy the Rafale, especially if Brazil is also buying since that will further reduce production costs.

The Rafale is by far the newest aircraft with the latest technologies in the list.
The only thing they need is AESA and they will have that soon.

Rafale at 50 million euros is very competitive and will the one to beat.

Brazil AF Chief: Fighter Pick By End Of March

Brazil will likely designate the winner of a multibillion-dollar tender to supply its Air Force with modern jet fighters by the end of March, the head of the service, Gen. Juniti Saito, said Feb. 23.
Saito stressed that it would be a “political and strategic decision” made by President Luiz Inacio Lula da Silva, following the Air Force’s technical evaluation of the three bids.
France’s Rafale is seen as the leading contender after Lula and French President Nicolas Sarkozy said last September that negotiations were underway for Brazil to buy 36 Rafales.
Lula said his preference for the French jet derived from France’s offer to give Brazil all the technology involved in the Rafale’s construction – a key point for Brazil, which wants the ability to one day build its own modern fighters.
The Air Force, through leaks in the Brazilian media, has indicated it prefers the much cheaper Gripen NG jet from Sweden’s Saab.
The third option, the F/A-18 Super Hornet from U.S. group Boeing, is seen as with only an outside chance because of U.S. refusal in the past to allow Brazil to export aircraft using U.S. technology.
Early this month, the Brazilian government denied it had made a final decision to buy the Rafales, and said a newspaper report that Dassault had lopped $2 billion off their total price to secure the contract was baseless.
The daily, Folha de S. Paulo, published an unsourced report saying France was willing to sell the Rafales for a discounted $6.2 billion – down from $8.2 billion – plus another $4 billion in maintenance over the next three decades.
The Gripen was priced at $4.5 billion plus $1.5 billion in maintenance, while the F/A-18s were valued at $5.7 billion plus $1.9 billion in maintenance.
France is keen to make Brazil the first export customer of its Rafale, after losing out in several other tenders around the world.

US is going all out. They sent the Carl Vinson CVN along with their promotion delegation showing everybody the SHs. If they win they will buy 200 Super Tacano. Hilary Clinton is making the rounds herself to push it. Now if Rafale wins we know it was under great competition. Too bad Sweden can't offer diddly squat.
