PM to attend Annual DGP Conference at BSF Academy in Tekanpur Prime Minister Shri Narendra Modi will attend the Annual Conference of DGPs and IGPs on 7th and 8th January at the BSF Academy at Tekanpur, Madhya Pradesh.

DGPs Conference is an annual event in which top police officers from all over the country share and discuss security related issues. Prime Minister Narendra Modi has addressed the conference earlier in Guwahati, Assam in 2014, Dhordo, Rann of Kutch, Gujarat in 2015 and National Police Academy, Hyderabad in 2016.

During the last meeting, issues such as cross-border terrorism and radicalization were discussed in detail. The Prime Minister emphasized the importance of leadership, soft skills and collective training. He specifically mentioned the importance of technology and human interface for the police force.

Holding the Annual DGP Conference outside the national capital, is in line with Prime Minister's vision that such conferences should be held across the country, and not just confined to Delhi.

The Prime Minister, Shri Narendra Modi today arrived at the BSF Academy at Tekanpur in Madhya Pradesh, for the Conference of Director Generals of Police and Inspector Generals of Police.

Through the day, there were presentations and useful discussions on various subjects relating to security. A presentation was also made on the implementation status of decisions taken during the last three years.

Over meals, the Prime Minister had focused discussions with select groups of officers, on specific security and policing issues. The Prime Minister's interactions lasted a total of over nine hours.

Earlier, on arrival, the Prime Minister unveiled plaques to mark the inauguration of five new buildings at the BSF Academy.

The discussions shall continue tomorrow. The Prime Minister will address the valedictory ceremony of the Conference tomorrow afternoon, before departing for Delhi.

PM addresses Valedictory Ceremony at DGP/IGP Conference at Tekanpur


The Prime Minister, Shri Narendra Modi, today addressed the Valedictory Ceremony at the Conference of Director Generals and Inspector Generals of Police at BSF Academy at Tekanpur.

The Prime Minister recalled how the nature and scope of the Conference have changed since 2014, beginning with its being shifted out of Delhi. He appreciated the officers who have been instrumental in facilitating this change. The Prime Minister said that the Conference has now become more relevant, in the context of challenges and responsibilities facing the country. He said the new format of the Conference has resulted in a marked improvement in the quality of discussions.

He commended the country's security apparatus for the work they are doing in securing the country. He said that the officers present in the gathering today have delivered leadership, despite often having to operate in an environment of negativity.

He said that as a result of the discussions in this Conference over the last few years, now, once an objective is clearly defined for the police force, there is a lot of cohesion in the execution. He said this Conference is helping top police officers get a more holistic view of problems and challenges. He said the range of topics being discussed has become more broad-based over the last two years. This has helped give a whole new vision to senior police officers, he added.

Discussing ways to add even more value to this Conference, the Prime Minister suggested that follow up should continue through working groups, all the year round. In this context, he specially emphasized the importance of involving younger officers. He said this would greatly help in improving effectiveness of the exercise.

The Prime Minister mentioned the emerging global consensus towards greater information sharing on illicit financial dealings, and said India had a key role to play in achieving this. He said just as openness is getting increased acceptance worldwide, there is need for greater openness among States too, on security issues. He said that security cannot be achieved selectively, or alone. But breaking of silos and information sharing among states can help make everyone more secure. "We are not an assembled entity, but an organic entity," he asserted.

The Prime Minister said cyber security issues should be dealt with immediately, and should receive highest priority. In this context, he particularly mentioned the importance of social media. He said messaging should rely on local languages for greater effectiveness. On radicalization too, the Prime Minister urged the use of technology to pinpoint problem areas.

The Prime Minister also presented President's Police Medals for Distinguished Service to IB officers. During his address the Prime Minister congratulated and appreciated the medal winning officers of IB, for their dedication and commitment to service.

Union Home Minister Shri Raj Nath Singh, and Union Ministers of State for Home Shri Hansraj Ahir and Shri Kiren Rijiju were present on the occasion.

BSF website down, had malware capable of sending fake emails

MalwareHunterTeam said the malware they discovered on the BSF website – called SocketPlayer – had not been seen anywhere else earlier.

An official website of the Border Security Force was discovered to be hosting files infected with malware. The website bsf.gov.in is currently offline, and a BSFspokesperson told TOI that the website has been under security audit for little over a month now.

An Indian security expert found the malware files capable of sending fake emails pretending to be from Mumbai’s United Services Club, which serves military officers and eminent citizens. The paramilitary force’s other website bsf.nic.in was functioning normally on Saturday. The malware issue became public knowledge after MalwareHunterTeam, a globally-diffused team of security professionals and researchers who diagnose malware on infected files, tweeted about it on Friday.

A UK-based security researcher, Bryan Cambell, also ran a check on bsf.gov.inand tweeted that the website had “numerous malware” and “multiple vulnerabilities.”


A BSF spokesperson told TOIthat the organisation’s teams were aware of the issues. “Thse website has been under security audit for the last 30-40 days. Concerned officials are comprehensively studying various elements of the website and why they were behaving in a certain manner,” he said.

MalwareHunterTeam said the malware they discovered on the BSF website – called SocketPlayer – had not been seen anywhere else earlier. “Currently, every single SocketPlayer sample we know of are either seen on BSF's website, or they are samples that were downloaded by the samples seen there,” they tweeted from their handle @malwrhunterteam.


Mumbai-based security professional Yash Kadakia analysed the way the malware works.

“From an initial look, it appears that once downloaded, these infected files work by accessing a person’s contact lists through a mail client like Outlook to send out emails pretending to be from the United Services Club in Mumbai. The email then triggers another malware which can remotely access one’s system from attackercontrolled servers in Germany and the USA,” Kadakia told TOI over phone.

Police say the BSF jawan was allegedly honey-trapped by Pakistan’s spy agency through a Facebook ID of a woman posing as a defence reporter


A BSF jawan, alleged to have been honey-trapped by Pakistan’s ISI over Facebook, has been arrested for spying by Uttar Pradesh’s anti-terror squad, state police chief OP Singh said.

Singh said the Border Security Force (BSF) jawan was arrested from Noida near the national capital on Wednesday.

Constable Achuytanand Mishra was posted at the BSF Composite hospital in Delhi.

He was in touch with a Facebook ID apparently of a girl, who posed as a defence reporter, since January 2016.
