Sometimes the intel is non specific, sometimes specific, sometimes specific but not actionable, sometimes specific and actionable.

Here we have learnt from leaked confidential reports ( whatever happened to the OSA ? )
1. Delhi Police had warned in Oct that there were attacks planned in Bodhgaya
2. Central Agencies further warned them in the last three months that attacks were imminent
3. Bihar Police had highlighted on 2nd July that there were glaring security loopholes.


So this kind of input was both specific and actionable.
Most of the intelligence, be it civil or military, rarely can be pinpoint specific.

It is to warn so that police activities and surveillance levels are raised and suspicious characters rounded up.

Congress leader Digvijaya Singh has appealed to people to wait until investigations into the Bodh Gaya blasts before jumping to conclusions that there was Muslim involvement. But of course this could not be said without taking a dig at Narendra Modi.

In a series of tweets the Congress leader, in his usual brash fashion asked why there was such a rush to blame Muslims, adding that the flip side to all that speculation was that the blasts happened at the Mahabodhi temple one day after Modi addressed BJP workers and asked them to teach Nitish a lesson.
The need of the hour is to display maturity at this stage but then that would be expecting too much from this individual.

Only after a blast occurs, we hear well informed and expert sources saying "It was a crowded spot / major religious center / transportation hub / tourist destination. Crowd panic led to more losses. Rescue and medical help came late. Bomb squad exists but is understaffed / not equipped / .Finally after 48 hours, army / NSG was called in, and things started to improve".

All of us know that there are people and departments whose job it is to solve such problems.

Why are these people silent about problems when it is their job to solve problems, and the Indian state and citizens have paid their salaries, given them responsible positions, etc. ? They are experts at saying, "cabinet secretary was informed about shortage" type of statement after something happens. Lives of ordinary people are lost - some to terrorist actions, but some also to this kind of "chalta hai" attitude. Who is monitoring / evaluating such kind of people?

If some Islamists are sneaking in through Lanka, they also had a potential target at Buddhist Monastery at Bylakuppe, near Madikeri (Kodagu), as well. It hosts 2000 + Buddhist monks at a time & many tourists as well. Wonder, why Gaya was chosen.

Chances of this being a revenge for Rohingya Muslims' plight seems plausible.

Darbhanga module of Indian Mujahidin (IM) possibly linked to Bodhgaya blasts, one of their operatives was involved in Bangalore blasts also. This unit in Bihar apparently enjoys political support from local politicos.

The National Investigation Agency which has commenced its probe into the Bodhgaya serial blasts case had prepared a dossier on the Darabanga module of the Indian Mujahideen and this is something that they would look into very closely while probing this case.

The Darabanga module of the IM has been considered to be one of the most notorious and effective modules of the Indian Mujahideen. The NIA notes that tracking members of this module has probably been one of the toughest tasks. The problem does not lie so much with the bigger names, but the foot soldiers are the most difficult to track. This is largely because the IM has used infiltrators and those staying on in Darabanga without valid permits and this has made the job to track them even more difficult.

To add to the headache is the vote bank politics which has acted as a safeguard for such persons. Action has never been taken to verify their documents and neither are the police allowed to deport them to their home country, investigators would note.

The Darabanga module was set up after the break down of the Pune and Uttar Pradesh module of the IM. This was a module chosen strategically in consultation with operatives in Pakistan who had said that this module should be connected with the operatives in the Gulf so that the name of Pakistan stays under wraps. Many operatives such as Asadullah Akthar were sent to the Gulf to oversee the operations. While it was expected that Pakistan would send Riyaz and Iqbal Bhatkal to the Gulf that did not happen and Abu Jundal was sent instead. In India Yasin Bhatkal was made the chief of the operations at Bihar.

The entry of Fasih Mahmood who hails from Darabanga witnessed a major change. He was allegedly involved in the Bangalore blasts and also the shooting at Jama Masjid, according to the police. He was in touch with the Bhatkal brothers while in college. He later moved to Saudi Arabia and continued to remain in touch with the IM cadre over there. His services were roped in to set up this Bihar module as he knew the place well. He was then introduced to Yasin who in turn roped in another well known operative by the name Mohammad Tariq Anjum Hassan.

The IM had no intention of activating the Darabanga module and decided to keep it under sleep mode while allowing the Pune, Azamgarh modules to do its work. However the major crack down on these modules forced them to change their plans and activate the module in Bihar. The NIA says that Fasih Mahmood also was in touch with another operative called Amir Reza Khan who largely operated in West Bengal. They were in fact involved in the attack on the Kolkata American Centre.

Fasih over the years became very important for the IM and he was given the charge of raising funds from Gulf nations. He looked for new faces and also money quoting largely the Batla House encounter which in turn poured in the sympathy.

The NIA says that the roots and connections are very deep rooted. It is not possible for one agency to carry out the job and the cooperation of every state police is required. The NIA while questioning an operative by the name Omar Madani found that he was a Lashkar-e-Tayiba operative who was recruiting for Bihar. There is no doubt that there is a direct Pakistan involvement to this case. While it was largely made to believe that the operations were being controlled from Saudi Arabia, once in a way the Lashkar slipped in operatives from either Bangladesh or Pakistan to carry out recruitments, the NIA points out.

In so far as the Bodhgaya case as of now there appears to be no direct motive. The IM was desperate for a hit and could have carried out the attack, the NIA notes. However as we pointed out yesterday, we have an open mind and would probe all possible angle, although the IM angle looks to be the strongest. Logistically it was an easy target for the IM which houses its Darabanga module four hours away from the blast site. Although the target was under the radar, the operatives decided to take the risk as they were aware that it is a site of international importance and the necessary publicity would be gained, NIA sources also pointed out.

This has also been politicised by the idiot Digvijay singh, who is the clown of Indian politics, and the BJP.

Digvijay warns all to watch out for BJP! Did they do it?

And equally it is stupid for BJP to say that this is because Nitish has discarded BJP.

How come, may I ask, things would be different if the BJP was in the Bihar Govt?

What special mechanism did they have to stop such a thing?

Intelligence agencies of the US, Bangladesh and Singapore gathered information about the training of Rohingya Muslim radicals in a Lashkar-e-Taiba camp in Pakistan in May 2012, top government sources said, even as R&AW has identified Rohingya-Buddhist violence in Myanmar as an emerging counter-terrorism challenge.

The R&AW (Research and Analysis Wing) note circulated to the highest levels in the government in January indicated the Lashkar-e-Taiba (LeT) was trying to establish a toehold in Myanmar's Arakan area by building a forum called Difa e Musalman Arakan (Burma) and mobilising a cadre to fight the Myanmar government.



The note spelt out the links between Rohingya radicals with terrorist groups like the LeT and Jaish-e-Mohammed (JeM) of Pakistan, and Harkat-ul-Jihad al-Islami and Jamaat-e-Mujahideen of Bangladesh.

The note said LeT leaders including Hafiz Saeed were discussing plans to target Myanmar because they felt that the government there was responsible for the plight of Muslims in that country.

Three forces inimical to India — Pakistan's Inter-Services Intelligence, LeT and JeM — had stepped up operations in the Rohingya belt of Bangladesh's Chittagong Hill Tracts and a new organisation called Jammat-ul-Arakan had been floated by the extremists, who were running training camps in remote Bandarban district of Bangladesh, adjoining Myanmar.

The note added that Rohingya radicals were receiving funds mainly from Saudi Arabia and training from Pakistan-based operatives, and weapons were being sourced from Thailand.

Hyderabad: Faced with persecution in Myanmar, hundreds of Rohingya Muslims have taken refuge in Hyderabad, apart from several other Indian cities. The trickling of the Rohingyas to the southern city began in 2012 and reports say there could be more than 1,200 Rohingyas in Hyderabad now — in parts of the old city — with most of them engaged in petty jobs.

Meanwhile, police officials in Andhra Pradesh said no link had been established to link the Bodhgaya blasts and those in Hyderabad in February. "We have not come across any such connection. Any comment now would be totally premature," an intelligence official told HT.

NDTV will say it is chota mota blast, surprised though that Hindustan Times whose editor is slime ball Vinod Sharma put up this report about secular bomb blasts.

Vicky Nanjappa's blog focuses on terror/security issues - which is why he was on hit list of Jihadi terrorists earlier along with other prominent Bangaloreans.

Some of these groups specially the Bodu Bala Sena is allegedly a proxy operated by some weastern embassy. They have openly acknowledged there links with Norwegians and Tamil diaspora. Maybe they want to create a anti-Muslim sentiment in SL to further alienate SL in UN and join the two hostile communities of Tamils and Muslims against a common enemy.
