From that link, Afghan police said that they do stop a lot of attacks, but only when attacks are successful, they get publicity.

Thats quite true, in March the Afghan intelligence busted a cell of 18 Taliban/Haqqni network fighters who were planning a mass suicide mission. That one was stopped but hardly any mention of that in the news.
