Put it simply very complex .Yes it has a E.O appointed by GoAP and is given a great deal of autonomy by the state government with regard to its funds. But there is more opaque organization there the Temple guardians (essentially from all castes but the main head is the traditional Kamma caste poligars) who have been guarding the temple since two millenia from all threats they have a significant say in the adminstration.They guard the temple and the Sri Kalahasti temple also.They deal with for what welfare the funds must be spent nowadays.They established a very good bone setting clinic in Tirupathi with help from Puttur bone setters.The day to day adminstration of temple is also a costly affair.
