NEW DELHI: With criticism mounting over delays in defence acquisitions, Defence Minister A.K. Antony on Monday hiked the financial powers of the three armed forces headquarters to allow purchases worth Rs 150 crore ($30 million), a three-fold increase from the existing Rs 50 crore ($10 million) limit.

The decision was taken at a meeting Antony had with the army, navy and air force chiefs here during which there was a detailed review of the security situation, a defence ministry spokesperson said.

Antony also had a one-on-one meeting with General V.K. Singh for about 15 minutes ahead of his meeting with the service chiefs. The meeting comes three days after the army chief gave interviews to television channels where he targeted the government for allegedly planting stories in the media against him.

"To accelerate the process of procurement for the armed forces, Defence Minister Antony today (Monday) gave his in principle approval to a three-fold hike in the delegation of financial powers to service headquarters from the current Rs 50 crore to Rs 150 crore," the spokesperson said.

Navy chief Admiral Nirmal Verma, Army chief General V.K. Singh, Air Force chief Air Chief Marshal N.A.K. Browne and Defence Secretary Shashikant Sharma were present during the meeting.

The decision comes over two months after Gen. Singh wrote to Prime Minister Manmohan Singh over deficiencies in the defence preparedness of the army, and that letter got leaked to the media, causing a major uproar both inside and outside parliament.

Antony, in the meeting, also directed the three service chiefs to "explore more avenues" for giving permanent commission to women in the armed forces.

"Antony also h-ad one-on-one meeting with the army chief in the morning. The meeting lasted 15 minutes," the release said.

what does it means, that HQ can order purchase of 150 crore on its own ?

^^^ Yes. They need not get the approval of finance ministry for orders less than 150 crores.

Direct effect of Fin Min permitting MOD to make purchases of 500 crores without separate approval. Hope these powers will not be misused.

Indian Army to buy 20 mini-UAVs for Jammu and Kashmir operations




NEW DELHI: Strengthening the capability of its troops in fighting terrorism in Jammu and Kashmir, the Indian Army has issued a global tender for procuring 20 mini- UAVs for its formations deployed in the state.

The tender for the 20 mini-UAVs has been issued soon after the Army and the Navy issued global Request for Proposal (RFP) for procuring 95 such UAVs.

"The mini UAVs will be used in counter terrorist operations by our troops for gathering intelligence and carrying out reconnaissance of particular areas," Army officials said here.

The tender has been issued by the Udhampur-based Northern Command of the Army and the deal is expected to be less than Rs 50 lakhs, they said.

In the tender, the Army has specified that the mini UAVs should be less than 10 kg in weight and should be able to fly at the altitude of up to 1,000 metre.

They said the controlling range of the UAVs should be not less than 5 km and should be able to be launched by hand by the troops on ground.

"The UAVs should be able to remain airborne for at least 60 minutes," officials said.

Similar UAVs are also being planned to be used by the Central Armed Police Forces (CAPF) in the anti-naxal operations in Chhatisgarh and Jharkhand.
