how come russia didn't use their nuclear weapons during their cold war with america ?
Because it was a "cold" war and not a "hot" war. When did the soviets and Americans face each other eye ball to eyeball? It was always covert and by proxies.
You are getting confused between cold war and cold start.

Dear Paaji seriously why would the pious think tactical?Any country which has a deterrence doctrine use strategic nukes ?.There are a few things we need to understand about their nukes

What type of nukes they have?
First we need to determine the types of nukes they have Uranium-235 ,Plutonium based ?What are their Yields?
Google is your friend. Irrespective, I am atleast convinced that they have nukes.

How secure are the nukes
We know them they are in component form and we also know that CoC is more in the hands of the Chinese CMC why would the chinese want to use a chinese nuke on india?
Their nukes are supremely secure, and under their control very much so.

Regarding Tactical nukes why would they want go for such an obsolete concept. when they do not have the resources for it?
Do they have the Thorium to accelerate the program?
Tactical nukes have nothing to do with Thorium. I am not sure if using a tactical nuke is an obsolete concept, its very valid here.
The only saving grace for us would be that Pak hopefully would be so paranoid about their nukes, and kept them so secure that they wouldn't be able to use them in a hurry in case of a successful Cold Start attack by India.

We need to do research on this and you being punjabi must think like a perverted pakjabi to get answers.
We need to think about this
?

Cold Start is good as long as there is no tactical nuclear threat. It won't hold good if PA decides to use an tactical nuclear weapon against an invading Indian IBG, they will be decimated in a single strike. So, if India resorts to Cold Start, it is more or less sure that there will be an nuclear attack on Indian forces which will make situation completely explosive as India may also go nuclear against PA. So, I don't have much faith in the Cold Start principle as such.
I don't think the threat of tactical nuke issue should force us to abandon any plans. Pakistan doesn't keep its warheards on missiles on ready state and India has and will continue to develop ways to counter this threat.

Its foolish to think that multiple Indian armored and infantry battle groups would sneak into Pakistan and continue advancing till they are able to cut Pakistan into half in a span of 96 hours, and won't be detected by the Pakistanis.
It appears you haven't read much on the subject. The aim of Cold Start doctrine is not to cut Pak in half, it is a very shallow advance and to be concluded within 72 hours.

Just minus the talk about tac nukes to be used in Pak territory against Indian forces.
You guys are over estimating pak capability by a long way.
Neither do we have the equipment to carry out Cold Start in the foreseeable future.

Pak land itself is threat, let break it make it into small states.....
1. Independent Balochistan.
2. NWFP merges with A-stan or could be independent.
3. Sindh, give it to Zardari.
4. Punjab, give it to Nawaz.

disassemble the nukes.

Sindh and Punjab could be members of the Indian Economic block, for business activities only. they could have their own police/army to take care of law and order in their own borders.

India doesnt want to control or hold any ex-pak lands. POK will be merged with J&K with conditions attached.*

* we can discuss as and when we reach the break up of so called failed state of pakistan.
