AHMEDABAD: In an order which would impact lakhs of people owning cars, the Gujarat high court on Wednesday directed the state government to pass necessary laws to make it compulsory for all four-wheelers registered in Gujarat to convert to natural gas within one year.

Further, the court gave two months to the state government to issue necessary orders to impose stringent restrictions to reduce pollution by fixing levels of emission to the minimum, at par with international norms. The order applies to both public and private vehicles running on petrol and diesel.

The order, passed by Chief Justice Bhaskar Bhattacharya and Justice J B Pardiwala, came in response to directions sought by Dhrangadhra Prakruti Mandal, through its vice-president Devjibhai Dhamecha, to the state and Centre as well as all gas and petrol companies operating in Gujarat.

The order said, "The state is directed to pass necessary orders compelling owners of all vehicles having registration in Gujarat to use natural gas and, if necessary, even at higher prices within the shortest possible period, not exceeding one year from today for the protection of lives of citizens."

The judges suggested gas prices be cheaper for public vehicles and higher for privately owned vehicles. Also, fares of public transport should be fixed at reasonable rates so that the end benefit goes to the public.

The Gujarat high court also directed the Central government to allocate natural gas for domestic and vehicular use to the city of Ahmedabad usage at the same rate as it is supplied to Delhi and Mumbai. "This is to enforce the right of equality," the judges said.

Why can't car manufacturers put in a CNG compatible engine than have all this. Seriously why haven't they explored sellin CNG cars in a big way? CNG is cheaper

What is the rationale? That natural gas is more environment friendly than petrol and diesel? This is utter drivel.

Come to think about lorries, will a gas engine produce the required torque that a diesel engine can?

There is no way you can get the torque of a diesel engine from a petrol or gas engine. Impossible.

Petrol is about horsepower at high rpm, diesel is about torque. Petrol is about acceleration, diesel is about heavy duty hauling. Petrol wins oomph from the lasses, diesel runs the economy.

Let whatever is fit for conversion change. Buses and mass public transport can change to CNG as Delhi has demonstrated.
Do not oppose it merely because it is Gujrat.

About Torque, RPM, Horsepower; along with turbo and super charging, performance graphs, etc..

The order might have made sense if it was for a city or some other small area. Legislating it for entire state looks crazy!!

A very retrograde step without understanding the whole issue.

Some very impractical steps, has the Hon. HC thought about the following

1. Availability and necessary infrastructure for providing CNG throughout the state--- Delhi even today after so many years and hundreds of pumps is not able to cater to the requirement. Long queues at CNG pumps are the norm.

2. What do trucks, buses and cars do who have to travel outside Gujarat?

3. Will the Oil Refineries supply clean fuel at norms comparable to EU standards that too in 2 months --- Without this how will the cars meet the most stringent environment norms?

4. Trucks on CNG -- somebody or better our Mitra Babu be sent as the expert to explain to the Judges.

5. Who is going to finance the public for converting their vehicles-- the Govt.

This will be challenged in SC and will be struck down.

Gujarat has gas. It's the only state which has piped gas for domestic use.
Yusuf, In Delhi also we have piped gas for domestic use. In parts of Delhi it has been there for nearly a decade. Personally I have been using it for almost a year.

What is the justification for this?
Because then you have better knowledge about the terrain and you can gauge the performance of gas cars. It is easy to do a cost benefit analysis for a city rather than for an entire state.

In some cases one might adopt this solution.

It is all very easy to pass an order that all cars and public vehicle should have CNG.

How about passing an order that India should have CNG filling station India-wide and on HIghways too?

How will those who move Interstate fill CNG on the Highway and the next State and why should they waste luggage/ passenger space by having a petrol/ diesel tank as also a CNG tank?

I wouldn't be enthusiastic about the ruling till the time we have out gas procurement sorted out.

The demand for gas in 2011-12 was 280 million standard cubic metres per day (MMSCMD). Of this, only 166 MMSCMD could be supplied from both domestic production and imports.

Domestic gas availability is forecast to decline from 120 MMSCMD in 2011-12 to 104 MMSCMD in 2012-13.

The average natural gas production from the KG-D6 block was 36 MMSCMD in February 2012, as opposed to the planned production of 70 MMSCMD. The output from KG-D6 is expected to further decline in 2012-13 and 2013-14.

We have to first make sure the contracts are done and cover the demand adequately, if not, and much like Pakistan, we will start to see serious demand supply mismatch in the supply of gas, as such it is expected that the supply of gas from both domestic and international suppliers by 2014-15 will be between 60-70% less than the demand (for ref. check the link in Ejaz's post).
