Chhattisgarh amends surrender policy for Maoists
In a bid to encourage more Maoist cadres to surrender, the Chhattisgarh government has made significant additions to the “surrender and rehabilitation policy” for Maoists in the state. The additions range from housing for surrendered Naxals, compensation for ammunition apart from the weapons that they give up, as well as the possibility of all previous cases being removed from the record.
Senior officials said most changes in the policy were based on suggestions from officials who worked in Naxal-affected areas. The changes were passed by the state Cabinet after a consultative process involving all departments concerned.
“It has expressly been stated that those who are part of the CPI(Maoist) or its affiliate organisations, or assist in their activities, will be considered Naxals,” said a senior officer.
The changes said in district-level rehabilitation committees, an officer from the Central paramilitary forces will also be included. The state government also increased the scope of application seeking compensation for “surrender with weapons”.
“Anybody who now surrenders with a mortar will be given 2.5 lakh rupees, Rs 5,000 for a wireless set, Rs 3,000 for an IED, and Rs 5 per bullet or ammunition,” a senior official said.
It has also been decided that upon surrender “the individual will be watched for six months, and if his behaviour is deemed to be good”, he will be liable for a government job, and a Cabinet sub committee “may also take back criminal cases against him,” an official said.
RK Vij, ADG (Anti-Naxal Operations), said, “These changes have been arrived at after a consultative process by all the departments concerned. There was a need to increase the ambit of the policy… We feel that these changes will bring about speedier, and better rehabilitation for those who surrender.”
Kudos to the CM and his government for coming up with such an effective policy.
