I don't believe Chinese locomotives have a design flaw for the breakdowns they have been suffering. It is in all likelihood poor maintenance and adulteration of fuel.

Pakistan has had a number of issues on thee Chinese locos.

Why they have failed is still a mystery.

Pakistanis have not taken kindly to be blamed and so the Chinese engineer discovered to his disadvantage.

There were numerous issues with Chinese locos in Pakistan. Its mostly because of buying of low quality locos from low quality manufacturers for high prices. Nothing to do with capability of China as such. Basically Chinese skimmed off Pakis. :)

This from a Pak news paper

Informed railways insiders also blame the purchase of allegedly high priced 75 China-made locomotives dor putting Railways in a financial crunch. "The engines worth billions of rupees proved to be of substandard quality," said an insider.
"Going for American manufactured locomotives instead of Chinese one's would be better. The experience of Chinese locomotives has dismally failed in the past. If serious thought is not given to this issue and more Chinese locomotives are purchased, then there is a very real possibility that the Railways may close down in a few years," warned an insider.

I have given you no infraction at all.
