Terming it a “significantly successful” year on the anti-Maoist operation front, the Anti-Maoist Operations (ANO) unit said 76 Maoists were killed including 51 “big cadre”.

It was a record that so many including 178 big cadre were neutralised. The reward on them was ₹4.80 crore, the ANO said.

It claimed that the security forces had arrested 1,017 Maoists including 79 big cadre and 365 Maoists had surrendered to the security forces.


“The security forces successfully conducted intelligence-based operations and inflicted heavy casualties on the Maoists. Around 40 were killed during the ‘Prahar operations’. The Special Task Force and the District Reserve Guard conducted offensive operations in the core areas even after two consecutive setbacks to the CRPF ,” the ANO claimed.

The specially dedicated unit for tackling insurgency also claimed that the security forces had managed to enter new areas (controlled by the Maoists) to “address security vacuum” and many new forward posts were established “for strategic advance”.

“Construction of 11 roads [under the protection of the security forces] was completed in the year. So was the construction of 75 fortified police stations in LWE affected areas.

Fourteen helipads with night landing facilities have been constructed within the range of Indian Air Defenses Units.

Senior officials said the “opening of critical axis” in various districts of the region would be the main aim of the ANO in 2018 along with addressing security vacuum in core Maoist areas.

“There is no proposal for general amnesty to the militants,” Minister of State for Home Kiren Rijiju said in reply to a written question.

The reply came in response to a question on whether the government has any proposal for extending general amnesty, along with a lucrative rehabilitation package, to the Maoists and militants who give up violence and arms struggle.

The minister said the central government was following a multi-pronged strategy to deal with Left Wing Extremism and the situation in Jammu and Kashmir and Northeastern states.

The multi-pronged strategy comprises security-related measures and development-related initiatives.

“In Jammu and Kashmir and NE states, the central government is also following a policy of talks with those groups who abjure the path of violence and seek resolution of their demands peacefully within the framework of the Constitution of India,” he said.

Ahir said the central government has appointed representatives and interlocutors to hold talks with such groups.

The central government is supplementing the efforts of the state governments through various measures such as deployment of Central Armed Police Forces, financial assistance for strengthening of the state police forces and intelligence agencies, raising of India Reserve Battalions, rehabilitation package to those who surrender and other security- related expenditures, he said.

A CRPF party was patrolling the area when Maoists, who were hiding in the forests, opened fire which was retaliated by the security personnel.

A CRPF jawan succumbed to injuries received in a gunbattle with Maoists in this Maoist-infested district, police said on Thursday.

Ashish Patra (28), of 205 Cobra Battalion succumbed to injuries at a hospital in Ranchi late last night, hours after he was critically injured in the encounter with Maoists.

He said a CRPF party was patrolling the area when Maoists, who were hiding in the forests, opened fire which was retaliated by the security personnel.

A grievously wounded Patra, who had received bullet injury in his head, was flown to Ranchi for treatment, where he breathed his last, the SDPO said.

Search operation was being carried out jointly by the district police and the Cobra Batallion to nab the Maoists.

However, just reading this paragraph makes me depressed :

We have to 'enter new areas' and establish 'forward posts' in our own mainland. I hope they security forces finish off the remaining of the Naxals. I've also seen a notable decrease in presstitutes fanning the Naxal cause this year. Barkha also seems to have disappeared like a nightmare. Good riddance.

Sources of funding of Maoists and Terrorism

As per reports, the demonetization of bank notes of Rs. 500 and Rs. 1000 denomination resulted in significant positive impact on most theatres of violence in the country. LWE cadres have deposited illegal money into the accounts of the sympathizers or simple villagers. Nearly Rs.97.75 lakh was seized from various LWE groups after demonetization. Besides, Left Wing Extremists have also protested against the demonetization drive, thus indicating their discontentment. Since illegally held cash forms the major chunk of terrorist funding, after the demonetisation, most of the cash held with the terrorists turned worthless. Demonetisation also led to instant extinguishment of Pak-printed high quality fake Indian currency notes. It also adversely affected the hawala operators.

This was stated by the Minister of State for Home Affairs, Shri Hansraj Gangaram Ahir in a written reply to question in the Rajya Sabha today.

Connectivity for remote and Left Wing Extremism (LWE) affected areas

In 2009, a Road Requirement Plan (RRP) for improvement of road connectivity in Left Wing Extremism (LWE) affected areas of 34 Districts in 8 States. Original RRP envisages development of 5565 km length of National Highways & State roads to 2 lane at a cost of Rs.7300 crore. As per proposals received from State PWDs based on site requirement, a length of 5422 km was sanctioned for Rs. 8585 crores.

Madivi Pande alias Susheela alias Laxmi (29), who was working as the Central Committee Member here on Friday during a vehicle check up operations.It is said that she had come Mulugu for medical treatment as she suffered injuries on her left shoulder, During the interrogation, the police learnt that one of them is Madivi Pande, Urren Village, Bairanghad Taluka, Bijapur district of Chattisgarh state. She worked at different levels from 2009.

Platoon of the F/141 CRPF were conducting vehicle checking, when they came upon the Maoist cadre and arrested two militia members.

Platoon of the F/141 CRPF grew suspicious about their identity, they were taken into custody and later they confessed to be working for the Maoist party.

During the interrogation, the police learnt she worked in the milita from 2009 to 2010, worked in the local organization squad (LOS) from 2010 to 2011.Later in 2012, she worked with the LOS, in 2013 with the Platoon, and in 2014 different LOS. She was later promoted as Area militia commander..

She was involved in offence set ablaze the road contract work vehicles in January 2015, she also took part in exchange of fire against security forces in May 2015.

In the March-2017, she participated in the planting of land mine with an intention to kill the security forces and she was also involved in the planting of land mine along with wall posters with intending to kill the security forces in December last year.

Suspected Maoists gunned down the village sarpanch, on Saturday. Officials suspect that the sarpanch was a police informer.

A recent report by the Chhattisgarh government and its anti-Maoist wing show a decrease in numbers of suspected Maoists killed. According to the data, 135 Maoists were killed in 2016. The number falls to nearly half, 76, in 2017.

Maoistss on Saturday killed a sarpanch here over the suspicion of being an informer of policewas killed by a small action team of Maoists.

Superintendent of Police said the sarpanch did not pay heed to police’s advice of staying in a security camp because of threat on his life.

“He was already cautioned by us to stay in Koleng camp as there was threat but he refused and hence Maoists managed to kill him,”SP said.

He added that District Reserve Group (DRG) has come back from Koleng camp and it has been taken over by the Central Reserve Police Force (CRPF).

Police and security forces have launched an aggressive search operation against Maoists.

Three powerful IEDs planted by Maoists recovered

Three powerful improvised explosive devices (IEDs), suspected to have been planted by Maoists were recovered by security forces.

The home-made bombs, weighing 15 kg, 9 kg and 5 kg, were unearthed yesterday by a joint team of the CRPF and the local police from the forests , where a road construction work is underway

A road is being built in another insurgency-hit district.

The 49km road is not only strategically important but also crucial for the people living in this inaccessible region, he said.

A bomb disposal squad immediately defused the explosives, which were spotted when security forces were carrying out patrolling near an under-construction bridge, the police officer said.

Garg said last week, too, three powerful IEDs were recovered from two places in the same area, he said. Maoists regularly plant IEDs to target security forces

A group of 50 armed Maoists raided mines of Hindalco between 1 am to 2 am.

While a poclain machine, one truck and a hyva truck were torched in the area which falls , two poclain machines and one loader machine were set ablaze

The vehicles and machines were engaged in mining operation, the official added.

Maoist also blew up a weighbridge unit , No one was reported to be hurt in the incident, he said.

However, two guards who were on duty in the area, were beaten up by ultras before fleeing from the spot. A police team rushed to the spot and a search operation was launched in the region to trace the ultras, he added. PTI

Inspector General of Police, told The Hindu that it was too premature to link the discovery to any future terrorist act. However, the police were viewing the development seriously against the backdrop of Left extremist activity in forested areas in north East.

(The police were on edge in November last following an intelligence warning that Maoists might stage theatrical attacks against forest and law enforcement outposts on the second anniversary of the encounter that claimed the lives of two alleged extremists).

Mr. Ajith Kumar has tasked Superintendent of Police, Malappuram, Debash Kumar Behera to trace the provenance of the ordnance. The Indian Ordnance Factory manufactured similar landmines. But those types are low in metallic content to evade mine detectors.

He said the ordnance was “live”. A National Security Guards (NSG) team inspected the mines and advised the State police anti-sabotage team on how to defuse the potent devices. The bombs were more than two decades old, Mr. Ajith Kumar said. But they seemed to have been deposited under the bridge recently.

The police were aware that such landmines were part of the inventory of arms routinely used by Maoists to target security forces in northern India.

Investigators have asked the NSG to verify whether the mines were manufactured in China, an alleged source of arms for insurgents operating in north-eastern India.

Another official privy to the ongoing probe said the mines appeared to be of Indian make. The police found them in a plastic bag and stored the weapons in a specially dug pit at their Armed Reserve Camp

He said the directional mines packed a potent punch and could decimate anyone within a short radius of the blast. The bombs could be triggered remotely and, more dangerously, used as a booby trap. A senior official said the National Investigation Agency had also evinced interest in the case given its bearing on national security.

Two District Reserve Guard (DRG) personnel and two women were on Sunday injured when pressure bombs. A police official said that the four were injured in three separate incidents

Officials said that in the first incident, two women were left with splinter injuries when they stepped on a pressure improvised explosive device (IED), Security personnel brought the two women on a makeshift stretcher

In another incident, a DRG constable, Shankar Pulse, was injured in a blast, and he too was being airlifted the official added. The third incident saw DRG jawan Raju Kadti suffering minor injuries after a pressure bomb exploded in the forest.

An official informed that the DRG jawan had been admitted to a local hospital. Officials said the incidents have taken place at a time when security personnel are in the process of returning after carrying out anti-Maoist operations over the past three-four days in the jungles. He added that the Maoists had placed such IEDs at several places along the route to harm security personnel.

Police arrested five Maoists, [They were all] recruited by senior Maoist commander . They were working in the Maoist organisation for last 15 years,” district police said in a statement. All five carried monetary rewards on their heads.

Meanwhile, an exchange of fire took place between the police and the Maoists in district on Tuesday. The Maoists fled, leaving behind a cache of IEDs and other material.

Security forces apprehend NSCN-R militant in Arunachal

The arrested cadre was identified as self-styled 'Sergeant Major' Manhua Wangpan of the outfit.

Security forces apprehended a militant of the National Socialist Council of Nagaland -Reformation (NSCN-R) from Khonsa, the headquarters town of Tirap district in Arunachal Pradesh, Defence sources said on Friday.

Based on specific intelligence inputs about the presence of the rebel, the Assam Rifles along with state police launched an operation and apprehended the cadre of the outfit from the town along with arms and ammunition, Kohima based Defence spokesman Col Chiranjit Konwer said today.

The arrested cadre was identified as self-styled ‘Sergeant Major’ Manhua Wangpan of the outfit. A AK-56 assault rifle, live ammunition, extortion note, opium, brown sugar, extortion money, multiple debit and credit cards and other documents were recovered from his possession, the spokesman said.

On interrogation the rebel admitted to be an active part of the banned outfit since 2015. He further revealed that he had come to Khonsa town for collection of extortion money.

The National Investigation Agency (NIA) arrested an alleged member of a terror organisation on Friday in connection with the ambush on an Indian Army convoy in 2015 in Manipur in which 18 personnel were killed, an official said in New Delhi.

  • The agency seized a pistol and five live rounds from Naorem Premkanta Singh, a member of the banned Kanglei Yawol Kanna Lup (KYKL), in an operation jointly conducted by the NIA and the Manipur Police, he said.

    He was “found involved in an NIA case related to the ambush on army personnel in Chandel district, Manipur, on June 4, 2015, in which 18 army personnel were killed”, a statement from the agency read.

    It said he participated in the ambush on army personnel of the 6th Dogra Battalion and had been absconding since then.

    “During the investigation, a reward of Rs 2 lakh was announced by the NIA on any information leading to his arrest. The special NIA court, Imphal, had also issued a non-bailable arrest warrant. The court has announced him a proclaimed offender,” it said.

The bus that was torched by Maoists

A group of Maoists torched the only bus connecting several remote locations cutting off the travel and trade lifeline of nearly 50 villages, police said on Sunday.

The bus service in the region affected by left-wing extremism was reintroduced in May last year after 12 years, much to the relief of hundreds of villagers.

“About a dozen Maoists stopped the bus, around 5.30pm on Friday, forced the passengers and the driver get out, and set it on fire,” said a police officer who did not want to be named. “There were 40 to 45 passengers on the bus.”

The bus route cuts through the Maoist heartland, where security forces have been battling the insurgents in an unending cycle of violence. In April last year, Maoists killed 25 CRPF troopers in an ambush.

Meena said, “Security forces never used the bus, only locals did. There was no reason to target the bus”, adding that the Maoists were frustrated after suffering extensive losses in recent encounters with security forces.

A Maoist was gunned down on Monday in an encounter with security forces at a forest police said.

The skirmish took place in the morning when a joint team of personnel from different security forces was out on an anti-Maoist operation, Superintendent of Police Prashant Agrawal told PTI.

The composite squad of the Indo-Tibetan Border Police (ITBP), the Special Task Force (STF) and the District Reserve Guard (DRG) had launched the operation

A group of ultras fired at the security personnel, following which the patrolling team retaliated. After the guns fell silent, the security men searched the area and recovered the body of a Maoist , Agrawal said.

In continuation of the stepped-up drive against the courier network of Maoists, the police on Tuesday arrested four “Maoist couriers” and seized medicines worth ₹10,000 .

A joint squad of the local police and the CRPF men nabbed four “Maoist couriers” while they were proceeding to deliver a consignment of medicines on Tuesday morning.


The two boxes that were seized from the arrested persons contained various medicines, 28 saline bottles, more than 200 syringes and surgical spirit, sources said.

The seizure followed intensified vigil against the movement of Maoist couriers along the inter-State border, police said.

The district police had on Sunday arrested three “Maoist sympathisers” at two places in that division and seized explosive materials meant to be handed over to the ultras.

Four security personnel were killed and nine others injured in an encounter on Wednesday.

The injured include two sub-inspector rank officers of the District Reserve Guard ( DRG), who were in a search operation. The DRG is a unit of the state police and its personnel are mostly surrendered Maoists.

DM Awasthi, special director general of police , confirmed the deaths and said that additional forces have been deployed to search the area. Combing operations were also on.

Sources said the encounter took place inside the Abhujmad jungles, which is a core area of Maoists in Bastar and most of its part is still liberated.

“The Maoists were more than 300 in number and the team of DRG was comparatively small. The terrains were also very difficult in that region,” said a source in intelligence.

Sources said that some personnel were still stuck in the jungles until late in the evening following the attack and attempts were made to evacuate them from the encounter spot.

After the Burkapal attack in April 2017 in which 25 CRPF jawans were killed, this is the biggest setback for security forces fighting in Bastar.

Meanwhile, in another incident in , two state police jawans were injured in an IED explosion. “The condition of one is reported to be critical,” SP Bijapur, MR Ahire, told Hindustan Times.

A redrawn counter-insurgency strategy, backed by real-time intelligence through use of modern technology like drones and involving coordinated day and night operations by security personnel, to target Maoists deep inside the jungles has brought down the number of districts afflicted by left-wing extremist violence to 58.

Latest data compiled by CRPF shows that the number of districts under the grip of Maoist violence has dropped significantly since 2015, with over 90% of attacks being reported from only four states — Bihar, Chhattisgarh, Jharkhand and Odisha.

While 75 districts across nine states reported violent attacks by Naxals in 2015, the number came down to 67 in 2016 and dropped to 58 in 2017, touted as the best year for the security forces engaged in anti-Maoist operations.

Officials attributed the success to the revamped strategy to target senior Maoist leaders and their informers with enhanced and precise intelligence. Officials said there are more joint operations by the CRPF, the IAF, the BSF, the ITBP and state forces. Along with the operations, the administration is speeding up development work, including installation of mobile phone towers and construction of roads, besides setting up police stations in remote villages.

CRPF director general Rajeev Rai Bhatnagar told TOI, "The past year, we have hit the Naxals in their den. Our coordination with state police, intelligence agencies and armed forces has been exceptional. The focus has been on leaders, over ground operatives and sympathisers. The Naxals are not able to move arms, funds and their senior leaders from one place to another."

In terms of operations, with over 150 cadres (Maoist) killed, 2017 was one of the most successful years for the security forces. The anti-Naxal strategy was revamped after home minister Rajnath Singh met CMs of Naxal-affected states in May last year following the killing of 25 CRPF men in Sukma. Singh has said that Naxal violence has come down by 60%.

In an internal policy document of Naxals — 'Action Plan 2017-2022' — recovered by agencies recently, Maoists themselves admit that 140 of their comrades, including 30 women, were killed by security forces in 2017. The document, accessed by TOI, says many of its important leaders were also killed by the forces.

I can sense Pakistan/China hand in recent Maoists activities to ferment trouble in India. Also recent train accidents and today news about a person caught red handed removing fish plates from railway tracks. Pakistan may also try to activate it's sleeper cells in India. Besides police, even the public should be vigilant and assist police/ army/ other government agencies by sharing information of any suspicious persons or their activities. Example was 3 brave men today who caught this person red handed removing fish plates.
