China objects to oil hunt, India says back off


Beijing's bid to thwart oil and natural gas exploration in two Vietnamese blocks in the South China Sea by India's ONGC Videsh Ltd (OVL) has been rebuffed by New Delhi. India's ministry of external affairs (MEA) said China's objections have "no legal basis" as the blocks belong to Vietnam.


Beijing had in a demarche — a formal diplomatic representation of a government's official position — to India stated that unless its permission is taken for exploration in Blocks 127 and 128, OVL's activities there would be illegal.

"While an appropriate reply has already been given to China's demarche, the issue is set to be discussed during the visit of external affairs minister SM Krishna to Vietnam on September 16," an MEA official said.

"The Chinese had concerns but we are going by what the Vietnamese authorities have told us and have conveyed this to the Chinese," he said.

MEA sources said Vietnam had cited sovereignty rights over Blocks 127 and 128 according to the United Nations Convention on the Law of the Sea, 1982.

There are many potentially oil- and gas-rich islands on the South China Sea, which are facing territorial disputes and where, apart from China, other countries including Vietnam are claimants.

For instance, Vietnam claims rights to the Paracel Islands, which China first occupied in 1974. The Spratly Islands are another area under dispute, with Vietnam and China staking their claims.

In June 2007, UK's energy major BP abandoned exploration plans in a block between Vietnam and the Spratly Islands, citing ongoing uncertainty over competing ownership claims between Vietnam and China.

Good going India. Yeah, China needs to back off. It cannot say south china sea is its for the taking and subdue all others.further proof of Chinese arrogance and hegemonic intentions.

ONGC should be ready for harassment by Chinese navy boats. Indian Navy should be ready for deployment near Vietnam. I guess the recent visit by IN vessels to VN was probably to lay the stepping stone to deploy IN boats there to protect its interests.

Brave move I must say. from time to time India wakes up and realize that it needs to deal fire with fire. I would really love some consistency in Indian approach .

reading the article yusuf posted yesterday, i would term this just the beginning of things to come for china in SCS, and indeed chinese would be very vary of this. i would term this a definite script being played to perfection.

its a definite part of a multi-prolonged strategy on part of the US and india with which the two want to counter china, and vietnam factors in very prominently.

those of you who havent read that article, its a definite read on how the US is engaging india. it will give you an outlook on how and why the things are panning out the way they are.

dont go by the tone of the article because it is quite anti this alliance of sorts but by the content deliberated.

i just dont understand why do you indians hate chinese so much?why do you people favour vietnam so much?what will india gain from the involvement in the dispute of south china sea.i know some indian friends are still grinding with the current territory and the short cross-fire in the last century between two countries.but looking back the relationship of india-sino,we have to admit that both of countries had a good attitude towards each other before the european coming.no matter the later split of old india or the war with pekistan,there is really not supposed to count them as chinese responsibity.even in the period of two countries' border conflict,as the winer,PLA has restrictly obeyed the internation law to treat indian captives,doing nothing inhuman like what japanese did on chinese peole.

Beijing: China on Thursday asked India and other countries to refrain from oil exploration in maritime areas offered by Vietnam in the South China Sea, claiming that it enjoys "indisputable sovereignty" there.

"I would like to reaffirm that China enjoys indisputable sovereignty over the South China Sea and the island. China's stand is based on historical facts and international law," Chinese Foreign Ministry Spokesperson Jiang Yu told a media briefing here without directly referring to India. When pointed out the India's stand apparently was guided by Vietnam's claim that it had rights over the two oil blocks under the 1982 UN Convention on the Law of the Seas, Jiang said China's sovereign rights and positions are formed in the course of history and this position has been held by Chinese government for long.

She was answering questions over reports of ONGC Videsh Ltd plans to undertake oil exploration in two Vietnam blocks in South China Sea which was expected to figure in External Affairs Minister SM Krishna's talks with his Vietnamese counterpart in Hanoi tomorrow.

Jiang said she has not heard about the media report in this regard but at the same stated that China's stand claiming rights on the South China Sea is based on historical facts and international law.

"On the basis of this China is ready to engage in peaceful negotiations and friendly consultations to peacefully solve the disputes over territorial sovereignty and maritime rights so as to positively contribute to peace and tranquillity in the South China Sea area," she said.

"We hope that the relevant countries respects China's position and refrain from taking unilateral action to complicate and expand the issue.

For countries outside the region we hope they will respect and support countries in the region to solve the bilateral disputes through bilateral channels," she said.

"As for oil and gas exploration activities, our consistent position is that we are opposed to any country engaged in oil and gas exploration and development activities in waters under China's jurisdiction. We hope the foreign countries do not get involved in South China Sea dispute", she said.

With claims over entire South China Sea, China is having running maritime disputes with host of countries of ASEAN and Japan. China and Vietnam, besides Philippines had a major spat over the issue recently after Chinese maritime vessels stopped exploration activities in the waters they claim as theirs.

US is actively engaged in backing the rights of different countries over the waters of South China Sea contesting the Chinese claims and this is the first time India joined the fray.

Apparently suggesting to Hanoi to not to engage outside countries Jiang said "for countries in the region I would like to emphasise that (they should) properly handle the dispute and enhance regional trust and reduce differences and expand cooperation so as to maintain peace stability over South China Sea in the common interest of all the countries in the region.

"It is the direction that countries should work together for. "Our position is based on long term affective administration. China has been the first to occupy the area", she said.

Chinese are day dreaming. It is just making sure even the fence sitters in forming an alliance against it, make up their minds.
