Russian Military plans to buy 100 French Helicopters

MOSCOW, February 22 (RIA Novosti)

The Russian Defense Ministry is planning to buy at least 45 light multipurpose helicopters from a foreign manufacturer, Vedomosti daily said on Wednesday.

The paper cited a defense industry source as saying that a contract worth over 6 billion rubles ($201 mln) for the purchase of fifteen AS350 and thirty AS355 Ecureil helicopters made by Eurocopter is in the works.

The Defense Ministry may order a total of 100 helicopters of this type mainly for training purposes.
A joint venture with Eurocopter could be set up for the assembly of AS350/355 in Russia, the source said.

The purchase of light helicopters abroad shows the urgent need for light helicopters by the Russian military, as domestic Ansats and Ka-226s are just entering the market while the Mi-34 is still under testing.

The Eurocopter AS350 is a single-engined light helicopter while the AS355 is a twin-engine variant. Both versions have been produced since the mid-1970s and sales remain strong.

@ ARmand ou va bai... ta mère... Even I did learn French back in school, that too from a French man of Alliance francais. he considered speakinng English as a curse, he never ever tries local languages.

But if you say I guess that must be true.

But I still don't understand the part were experienced manufacturers cannot build an simpler version when they already have a complex version working eg Ka228

Ministry of Defence has announced a tender for "Eurocopter"

No Russian light helicopter is not subject to the requirements of the Air Force specified in the tender documentation
Russian helicopter manufacturers will not be able to take part in the competition for the supply of light helicopters, the Russian Air Force announced on February 17. As told to "News" at the Kazan Helicopter Plant ("Kazvertol"), the requirements for fuel consumption, range and payload are so high that they are only foreign cars.

- Our "Ansat" according to the requirements does not go quite a bit, but the application is not accepted. A few models of Eurocopter (-335, -350, -550, -555) are perfect, as if the tender is written specifically for them. Why this is done, we do not understand - they say the "Kazvertole."

For example, according to the technical requirements specified in the tender documentation, twin-engine helicopter's weight must not exceed 1.6 tonnes ("Ansat" weighs almost 2 tons), fuel consumption should not exceed 190 kg / h (y "ANSAT" - more than 200 kg / h). At the same time on the engine power, range and speed, "Ansat" meets and even exceeds the foreign cars.

Mil Design Bureau, which has recently developed a light helicopter Mi-34S1 does not pass to the competition with their product - because of the lack of a certificate on the engine. According to Anatoly Shelyakina, chief of the complex design of the Voronezh Mechanical Plant, who created the engine for the Mi-34, the necessary permits will be obtained only two months later:

- The engine is now undergoing a state certification. We get a certificate until March or April. And then another guide will address the issue of mass production.

In the Russian Air Force refused to explain the "News" competitive demands, citing the ban on Defense Minister Anatoly Serdyukov in any communication with the press.

Unofficially, the representative of the Air Force explained that the demands were too high to encourage Russian producers to improve the quality and characteristics of equipment. The source did not rule that can be purchased by foreign helicopters, but said that in meetings with the Russian Air Force Commander Alexander Zelin purchase of foreign helicopter was not discussed.

In total, the contest is supposed to purchase 45 multi-purpose light helicopter (15 single-engine and 30 twin-engine) for an amount not more than 6.6 billion rubles. The maximum takeoff weight of vehicles shall not be less than 2.8 and 2.4 m, respectively, with capacity of 1.3 and 1.4 m range - 600 km for single-engine cars and 700 miles - for twin.

Helicopters will be used for the "Courier and postal services, providing command and control, transportation and delivery of goods, transport service personnel". Applications must be submitted before March 11, and delivery vehicles to the troops to be completed by November 25, 2012.

The Russian representative for Eurocopter "News" reported that the Defense of Competition, in principle, interesting, but could not explain, she will participate in it or not, citing the lack of decisions of the European office. At headquarters in France, the company refused to discuss the contest.

Any russian military hardware requirements will be in large numbers, 100 French Helicopters is still a minimum.

The real impetus behind this Foreign military hardware buying is to rebuild the Military Industry.
