    New Delhi, Feb 26 (IANS): In another seven years, India will overtake China with the youngest workforce in the 20-24 age bracket, positioning its demography as its strongest competitive advantage over developed nations, Minister of State for Human Resource Development Shashi Tharoor said Tuesday.

    Speaking at a CII-sponsored event, Tharoor said the youth is India's "key national resource" and their importance should be recognised.

    "By 2020, India will have a 116 million strong workforce in the bracket of 20-24 years, while for China it will be just about 94 million at the same time. This could be the strongest competitive advantage India will have in the years to come.

    "What is also striking is that within two decades, the average age in US will be 40, it will be 46 in Japan, 47 in Europe and almost 50 in China, but we will still be at 29," Tharoor said at the national conference on secondary education titled "Is Secondary Education on Track?' at the Indian Habitat Centre here.

    He emphasized that the country should translate the demographic advantage to yield productive results.

    "Our youth are obviously our key national resource It needs to be cherished, nurtured and developed with vision, determination and engagement. And to achieve all this we need to get our education right."

    "At the time when our neighbours China, Japan are facing demographic squeeze we have 516 million individuals under 25 years of age, 225 million between the ages of 10-19, and today the average age is 28 years to China's 38; so we will have a more youthful, dynamic workforce, when the rest of the world is ageing," the minister added.

    The former UN diplomat however cautioned that if the youth are not equipped with skills that 21st century offers, the results would be "horrendous" to contemplate.

    "We all know mobs, Maoists and insurrections are full of frustrated unemployed young men who feel they have no stake in society."

    Tharoor said that higher education holds the key to the country's bright future for creating a knowledge-based society.

    Expressing worry at the high drop out rates at secondary education level, Tharoor noted that as the classes became senior, the drop out rates became greater.

    The minister said the government expenditure for education increased in last nine years of the United Progressive Alliance (UPA) from three per cent of GDP in 2002 to 4.8 percent currently.

    "Our education system caters to about 600 million people, it is one of the highly capitalized sectors in India with an annual government spending of $30 billion, and an annual private spending of $43.2 billion."

    He sought more Private-Public Partnership (PPP) in education.

    Vijay Thadani, chairman CII national committee on school education, said that drop out rates at the secondary level can be tackled by introducing more vocational courses, partnerships and greater engagement with NGOs.

    China has the advantage of a totalitarian regime that can order what they like and force people to agree, while India flounders with freedom and democracy.

    Age of the population does not matter when one is forced to work in one direction and achieves what is desired!

    Wayward young is hardly something that can achieve the desired result.

    Tharoor is once again acting the goat!

    I would not agree given the experience of China.

    Mao inherited an illiterate and lazy people in China.

    He whipped them into shape with dictatorial mechanisms and diktats.

    And today's China is shining!

    well without job, aim, youth are nothing .

    Yell youth is just a vote bank , yiu can see how old monkeys are sitting more then two chairs.

    We have to tnink again about our nation , we need mission for at least for next 10 yr.

    In next 10 yr what is the least requirement

    No, China is still a developing country. Only India is shining!

    absolutely spot on ! it is such a pity that a man i used to admire is making such a blunder in comparison - imho it is a most un-indian behaviour on his part and so unnecessary - hes' still behaving as if he has a ministership in the external affairs bureau ...he should wholly shed that role and QUIETLY develop his HR portfolio and the people ....otherwise he willl find he talented shunted out once again ....tharoor , please avoid that

    lazy ??? no way .... today china shines ....they are producing more technology phD's than anyone else , more than usa¨+ india ....they must be doing something right ?
    to the extent that it would be unwise for india not to see what works and if necessary , yes, monitor, modify, emulate !

    have not idea why badguy think indian are lazy, Indian have many good workers work aboard, one of my co-worker even never sleep..
    those lazy guys are only in India , just like Chinese northeast people, they are lazy but once they leave their home they become hardworking people.
    young India are welcome, China will hire them more and more.
    they will work for China, pay tax , take care of our old people and off course, they will be brain washed
    China will be the boss just like US.

    They were unproductive, there being no Land or Social Reforms and the use of Opium was endemic leading to lacklustre approach to life and work.



    Not so, if one looks around nations that are developing and industrialising.

    The Great Leap Forward, a whipping up the people's industrial zeal through diktat and implicit obedience, may have failed, but it helped change the mindset.



    Make up your mind.

    The posts given by Chinese posters indicate that you are running neck to neck with the US and are about to replace them and you say China is developing!

    Many are slandering Mao, but look who they are?! I Indians - understandable, Chinese? Curious why?

    Mao is a Messiah, following Kongzi, Mengzi, Laozi... Then Zhou, Deng.

    1) When Mao (CCP) took over China, Chinese peasants farmed with wooden plough. When he died, China was the No.6 industrial country

    2)When Mao took over China, life expectancy of Chinese was 35. When he died 66!

    3) When Mao came to reign, China's population 54.167 crore. When he was gone it was 93.267 crore (And they say Mao killed %% Chinese)

    4) When Mao started in 1949, Chinese literacy rate was 10%. When he was gone, it was 60%. (Then they say Mao brain washed Chinese)

    5) Women rights - What? “Women bolster half of the sky”?? (Chinese know what I mean)

    6) A sick man of East Asia had nukes and satellites

    7) Korean War, Vietnam War...

    Our main export is work force. More work force means less demand for our work force. Increase in population of youth will force us to import more commodities like oil. Its difficult to utilize productive work force without casuing environmental problems. So Govt. will be forced to spend more money for MGNREGA to create more useless jobs. Due to this middle class people are forced to pay more tax. But Govt. is spending only less money for their welfare. China is a trade surplus country. Their production may reduce due to reduction in work force. But they won't face problems as long as they don't face trade deficit. Reduction in production will help them to reduce pollution. But pollution in India will increase even if our production don't increase because our consumption will increase.

    1 there are two types of democracy....the real one is like the uk that many can choose to admire.....another one is like india or iraq that brought by westerners seemingly with free media or election etc but at the end of the day different religions are killing each others and govt force can destory temples and kill minorities.....whats the difference between india and african nations where they all got elections and so called free media??? probably only this BBC News - 'More poor' in India than Africa and whats the same between india and uk as democracy???probably just the offical language at all......

    2 the only advantage indians who can put up with foreign rule have is the language alone.....english language happens to be the universerally accepted language because of the influence of the uk and us.......

    3 you better tell me whats the thing chinese people are forced to do??? do you mean forced to not pee on streets or not shit in open occupying more than 50% of the world population who are doing this???or not drink cow piss???

    4 indians are so poor and many kids die young....with life expectancy and literacy rate as low as india the country has no idea about the simple fact which is extremely more poor people doesnt mean better.....who cant pop out as many kids as he wants?? only till the day when indians have most old people in the world they would know how screwed up the situation they are in......

    It is a fallacy to compare democracies and to state that UK’s democracy is the ‘real one’.

    Actually democracy was first implemented in classical Athens in the 6th century B.C. Greece, as is today, is hardly an example of being first class in all respects.

    In essence, democracy is a political system in which all the members of the society have an equal share of formal political power.

    Therefore, wherever ALL MEMBERS OF SOCIETY HAVE AN EQUAL SHARE OF POLITICAL POWER, it can be called a democracy. This equal share is constituted by the right to select and that mechanism is called VOTE!

    At the same time, the style of democratic functioning depends on the nation, its singular cultural, historical, social matrices et al and hence it cannot be the same. The democracy of US cannot be the same as that of the UK or India or Greece or anywhere in the world where people are allowed to vote in their Govt.

    Hence, it is infantile to equate any democracy with another.

    It is another ignorant suggestion that language is the sole similarity in the democracies of the UK and India. Maybe a quick check on what is the Westminster type of democracy would clear the cobwebs of lack of knowledge that inhibits those who live in totalitarian regimes that find the frogmarched and goose stepping enforcement a source of delight and the elixir of life – sort of Zam Zam.

    What are Chinese forced to do? Notwithstanding your claim that they are not allowed to pee on the street, may I remind you that their children to it with delightful abandon, not only on the street but also in airport floors! And they hack and spit at will. And the Chinese drink their own piss, let alone cow piss, in case you did not know. Please Google and educate yourself. And eat anything and every thing the crawls, walks, slithers around the earth and its waters! I find that you are a masochist wherein you want to be educated of the Chinese exotic, weird and even abhorrent ways of life and cuisine and social activities.

    What is important to know is that in China, the people are forced to obey every diktat of the Communist Party and that is not an elected body!!!!!!!!!

    If they do not obey, they go to the Laogai (euphemistically called ‘education through reform’). What education? Education to obey the Communist philosophy of the moment, that’s what! Obeying a junta that does not represent the people, it having never allowed the people to select them and thereby being the face of the people through a ballot!

    Please do not live in a fond delusion. We are well aware of the situation in China. The big cities are not real China. See the poor in rural areas, see the beggars on the street, see how a single toilet services the village, see the way you cover up reality like the SARS epidemic. Therefore, your trotting out the wonders of China vis a vis others does not really tell of the reality!

    We will not have India of old people only. Please do not feel we are as foolish as China which wanted and still want 'instant showcasing' wherein it assisted unburdened economic growth. It reduced the population with it fool one child policy and is now regretting the same!

    China loves aping the West and since they had a double income no kids way of life, China thought it was a God sent manna!

    Quit copycatting and instead THINK THROUGH!

    But please Dream Away... dream away your reality!
