No one said Modi will meet Abe first, but had said that he will visit Japan first on his Bilateral visit.

Now if some one cannot pick up the difference between bilateral state visits and meetings on the sidelines of multilateral economic forum meeting, then I can only be sorry for him/her.

I know, it was to Bhutan and was to strengthen SAARC co-operation. The 3-5 July trip to Japan was postponed due to Modi govt. maiden budget session was approaching.
