Why cost of power so high in India ?

I mean cost of electricity per unit on average is Rs 4 per unit in India . Whereas the cost of power per unit is around Rs 1.5 per unit in China .Why such a huge difference ? Are Indian government and private companies cheating honest people ?

Will manufacturing take place at such high cost of power ?

Cost of cement per ton :
India : Rs 5000
China : Rs 2000.

it's becaz-central government tax,state government tax,central exercise duty,vat etc......

original cost or cost after refining petrol is rs 16 and 50 rs extra we pay is becaz of tax and hence with shitty tax comes shitty road....

2) Stealing( by every section of society and business units)

3) Free use by ministers,police,IAS, and other influential person even jhuggi wala(slum)
