The government here must try a make over of the entrance of the city. If you come to kolkata by train...first you are going to seeBurra bazar and posta..enough to give you a very bad impression of the city. but if you come from the airport via VIP road-new town- Saltlake-Bypass...you will have different opinion...

Uttarkahand is the most sparsely populated and widely spread hardly having any cities.

Now all the villages have water toilets and electricity. Village life by far is cleaner than streets of Varanasi.

Where the hell did you find Uttarakhand dirty when Bhayans like you do not inhibit that place.
No idea what that means. I dont speak Uttarakhandi sorry

All pilgrimage sites are dirty, and that is because of the pilgrims.

I have lived in Bhubaneswar. One of the cleanest cities in India.
Not true. Go to Vaishno Devi and then compare that to Hardwar. Vaishno Devi is much cleaner

Most Indian states are dirty, so poll should be which Indian state is cleanest.
Indians usually keep their homes clean, but are least bothered about the surroundings. This is related to caste system. Indians culturally are alien to the concept of cleaning their own dirt, and doing your own physical work is supposed to be demeaning and low class. Throwing out garbage out of window is supposed to be a cool thing (even heroes in movies and ads throw cigarette or a plastic pouch or some bottle on street while walking in style wearing sunglasses).

Most railway stations, major bus stands and their surrounding areas in Indian cities/towns are dirty/congested/chaotic. No wonder if a visitor gets a very negative impression of India at the very beginning, because whenever someone visits a new city by bus or train, he is greeted by chaos, filth, arrogant, irritating rikshawwallahs (worst autowallahs are outside Chennai station) and many times, stench of urine.
Even food stalls/restaurants outside railway/bus stations are usually pathetic.

Vaisno Devi is possibly the most well managed Hindu shrine in North India, and thanks to Jagmohan.

Your question was which state is the dirtiest. Vaishno Devi or Hardwar are not states. I have not been to Vaishno Devi, but you might be correct it is clean.

I think you should visit a good number of places in Uttarkhand before jumping to conclusion about Uttarkhand.
