What should be India's response to another 26/11?

    10 Pakistanis trained by LeT and assisted by the PA/ISI unleashed a wave of death killing about 200 odd Indians and foreigners in November last year. We are approaching the anniversary of 26/11. Recently, FBI unearthed a plot to attack India after they arrested one of the LeT members namely David Headley/Dawood Gilani(Pakistani-born, US citizen). So, its clear that there was a plot hatched by LeT to attack India again in a similar style at the anniversary of 26/11.

    So, this thread has been created to discuss the possible responses to repeat of another 26/11 by India. We can also discuss different military and diplomatic scenarios emerging from such a situation.

    OPTION 1: Surgical strikes

    OPTION 2: Economic sanctions/embargoes

    OPTION 3: Set up assassin teams to bump-off rogue targets in Pakistan

    There might not be option 2 & 3 after option1 if we go in this order. Any experts throw light on the economic sanctions that can be imposed on Pak by India.

    Direct attack was will not be an option, considering the Pakistani mentality. They don't mind going down themselves if they are taking India with them. so if there is a direct war, they will use their nukes without fearing the deadly consequences. So these will be the practical options in my view -

    1. Economic attacks. One of the best form will be to hit their exports hard, like rice. There are numerous ways to do that as expounded by several analysts.

    2. Get them isolated & cornered. Assuming that we will have evidence of their involvement, we will have to make noises in highest possible pitch in all international fora. And one of the best methods would be to use George Bush's mantra after 9/11. tell the world that either you are with them or with us. Either you trade with Pakistan or with India. Either you sell defense equipment to Pakistan or to India. the ones choosing Pakistan will miss out huge Indian market & enormous profit. So excluding China, not many will go with Pakistan.

    3. Covert operations. Intensify the covert operations as best we can. This includes support to BLA, support to the Taliban factions that are waging war against Pakistan today. The aim should be to break the Pakistan once again. Even if Balochistan is separated, that will be the start of Pakistani disintegration. NWFP, FATA will follow & Pakistan will be reduced to parts of Sindh & Punjab.

    By resorting to one or more of the above methods, we minimize the chances of a nuclear confrontation.

    We cannot do shit until the world(read western world) supports us, all the talk of surgical strikes et all become meaningless without proper diplomatic maneuvering . India still does not have the cpability for all out war also the nuclear risk remains. In case of another attack i would do the following.

    1) launch a high profile PR blitzkreig in all newspapes and TV channels in the west include internet media in it as well bring all evidence pertaining to pakistani support in the attacks out in the open in front of the people of the world.Take pakistani terror survivors and their families get them on Larry king get then on Oprah do the works!

    2)Simultaneously turn up the heat in the diplomatic realm pressurise all nations to support india in seeking justice for it's fallen, high profile,high political glamor(i'm taking Sonia Gandhi giving a tearful speech to italians on pakistani terror in india in italian ) multimedia based sessions in the U.N security council to garner support for any action india will take.Use public support gathered for point 1 to push our agenda in point 2.

    3)Launch our own economic sanctions on pakistan and any companies that operate whithin pakistan. Tell honda and toyota that if they want to sell cars both in india and pakistan we'll tax them 50% extra, while reducing Taxes by 25% for any company that does business with india exclusively.Remember one thing for all companies the market is most important and the indian and chinese markets are more important than most. Deny all airliners (country of origin no bar) overflight rights if the flight has landed in pakistan prior to entering indian airspace. i.e do a Bush on the economic czars of the world tell them "either you'e with us or against us".wage war against pakistan economically.

    Economic sanctions will not work. Not by India. The world will not care about India.

    Surgical strikes against what is the question as the terror camps are a bunch of tents that can be removed anytime.

    One thing that should have been done a long time ago is assassinations of major terror suspects. Someone like Dawood, Hafiz Saeed, Masud Azhar and the likes should have been eliminated by the RAW mossad style.

    That apart, we can impose a naval blockade, but that is full of risk of getting into a major war that can go nuclear. Nukes is the biggest card the Pakistanis have against any Indian response apart from the diplomatic one. Thats why they have done what they have been doing with impunity. Just wish that thing about an Indo Israeli strike against their nuke sites had actually materialized.

    That apart, I seriously cant think of anything else apart from the some strong diplomatic maneuvering.

    I think this aint working too. I think it's got to be a problem with our P.M not being able to speak up. I didn't understand a bit during his message to nation after 26/11.

    It has worked to a certain extent i would say. At least we got the other side to accept that its land is the one thats sending the terrorists. Next step if at God forbid something happens again, then make sure this time we have all the proof necessary of the official Pakistani complicity. No half measures. We have to have better intel on all this. As it is the Americans are about 80% frustrated with the Pakistanis. We need to give the other 20% to them to make them declare that Pakistan is a state sponsor of terror. If that is done, other things will follow.

    Nuclear attack for blowing up a few caves in PoK? I think not! At most there could be an aerial engagement over PoK. That's it.

    Well he most certainly won't be topping my priority list but i was pointing more towards people like Saeed Hafiz, Hameed Gul, Masood Azhar, Dawood Ibrahim etc...they were giving the former rides between jails & courts during his trials after 26/11...missed a good opportunity.

    Enlighted, blowing up even caves in Pakistan amounts to act of war. And yes they will also consider it an act of war even if we attack our own territory held by them, PoK.

    Its not as easy as it sounds. Though it sounds like a good option to teach them a lesson. But the India has to be prepared for an all out war that can get nuclear if we had to attach Pakistan. There is a thread in HQ about surgical strikes on Pakistan. Would appreciate peoples contribution there.

    unfortunately india can't do much. much of it can only be defensive.

    1. complete review of internal security/ intel gathering (both ELINT & HUMINT) and plug the loopholes.
    2. change laws particularly wrt the foreign nationals. make it stringent.
    3. speed up the judicial process involving external elements in terror related cases.
    4. build up opinion against terrorist states globally. this will take time but one needs to be patient.
    5. educate citizens to be alert and alert the law enforcing agencies of dangers they come across. reward them.
    6. reward the security personnel for they are our foot soldiers to fight this menace.
    7. covert operations to take out the threats (point 1 related).
    8. withdraw any concessions in terms of trade if already given.
    9. many people have scoffed at operation parakram. it had its circumstances and pluses particularly in terms of economics. though india has changed the strategy to 'cold start'.
    one can't rule out both.
    10. support the right thinking people on the opposite side and encourage such voices and highlight them via diplomacy.

    1 year since 26/11 and almost none of 9 have been done, while on the parallel terrorists where planning another 26/11 in U.S with support from same 26/11 handlers. Even in this Headley case, U.S unearthed this plot and our guys are still in the waiting list to interrogate them.

    My short David Cameronesque response.

    I will tell you what India will not do, India will not go in for a military response.

    Some Points

    1. Indian govt's inability to arrest Modi, Tytler, Thackeray doesn't mean Indian govt's official sanction to them to kill minorities similarly Pak govt's inability to curb Hafiz Saeed etc. doesn't necessarily mean they officially sanctioned them to attack others. The fact that nor US, India or UK are attacking Pak inspite of suffering causalities means there is more to it than what meets the eye.

    2. US went to war with Iraq and Astan post 9/11. In a few weeks they routed the rogue govts. 8 years on, US is bankrupt and US army is still suffering causalities. The world isn't any safer either.

    3. Most of India doesn't give a hoot about Pakistan or Terrorism nor has it been an election issue. Ergo the disconnect between the educated english speaking middle class and political class.

    4. India vs Pak is no David vs Goliath scenario, Pak is a lesser giant but it is a giant nonetheless. We lack the ability to maul Pak like Israel mauls Pallis.

    5. Indian govt has made it clear that it wants to be a superpower for the greater good of the world, this doesn't mean we will annihilate Pak. It is also clear that Pak is terribly apprehensive of our rising status. It seeks parity with us and here the jihadi angle fits in well. The mistrust has to go if we are to achieve peace and stability

    6. Indians and Pakistanis are no longer the same people in any significant sense. We are physically as identical as intellectually we are different. The only reason why both should and must desire peace and stability is because of prosperity. Although I mooted a EU type union scenario but this will have to wait till both nations share a common vision.

    What was the outcome of India's response to 26/11 ?

    Pakistan:
    1. Pakistan is amongst the most dangerous places in the world today.
    2. Pakistani society is in throes of denial and is severely affected by terrorism.
    3. Pakistan needs foreign aid to survive.
    4. Pakistan's economy is in doldrums.

    India:
    1. India is amongst the fastest growing economy.
    2. India has been foreign sponsored terrorist attack free since 26/11
    3. India has not been affected by terrorism.
    4. India's stature has continued to rise.


    This is the best response, and this ought to be our response in the future too.

    They always howl that J&K is disputed territory. I wouldn't call swift surgical strikes an act of war..it's more like a skirmish..done & dusted before things get out of hands.

    It sure does.
    India will not be attacking Pakistan, she will be attacking an area occupied by Pakistan used for carrying out terror activities against India. This should be our firm stand internationally. Moreover I would prefer an all out war rather than the frustration filled cowardly silence that we had after the attacks & yes India shouldn't care if it goes nuclear or not. Pakistan know India won't retaliate no matter what that's why they have continued to sponsor terrorism against India. Operation Parakram...what happened?? Pakistanis must have it printed this their skulls that we don't give a **** whether it's ISI or non-state actors..if your territory or nationals have been used against us you will pay no matter what & if you nuke us you are not going anywhere else too. Or else they will keep doing it again & again & blame it on terrorists & we will keep watching like a bunch if eunuchs.

    America isn't serious when it comes to whack Pakistan...why should they when India herself isn't. They already know that India won't be doing anything..just blow a lot of hot air & that's it. Think about it..if americans know that we'll make pakistan pay no matter what..they will do everything to stop Pakistani terrorism against India because they need Pakistan to fight the Taliban. They can't afford to let Pakistan army direct its attention towards India & let the Taliban slip away.

    Finally, Pakistan is on the brink of civil war at this moment. The state of their economy won't allow them to wage a war against India..this is the right time to do it.

    It doesnt matter what you think about the strike. What matters is what the other side perceives it to be. And that side is certainly not going to take it too kindly. You just cannot say we blew a few tents thats all. Thank you very much. They will hit back and hit back with all that they have got.
