Looks like an amphibious personnel carrier. My guess, it originates from somewhere in europe based on it's appearance. Other than that I don't know sorry.
PS: Wish we had a tool which could tell us what was in a picture!

This is possibly a variant of GAZ-71 (ГÐЗ-71), built by the Gorky Automobile Plant (ГоÌрьковÑкий автомобиÌльный завоÌд). Looks like a tracked amphibious vehicle or for use in marshy lands.
