I vote for the S300PMU2. It was designed from the outset to be used as a SAM and anti-ballistic missile system with extremely long range. Despite its Russian fire control processing and software, it should be far cheaper than the other choices and easier to deploy in quantity.

Arrow 2 is a neat ATBM system but it is unproven in an anti-aircraft role (a different missile trajectory is required for long-range low altitude intercepts). It would be very interesting if the missile could be updated in flight by off-board sensors or AWACS.

Patriot PAC3 is a relatively short range hit-to-kill whose biggest benefit is dense missile packaging on the launcher.

Cruise missiles. Destroy aircraft on ground. Other than that your question is ridiculous. You are comparing weapons across different classes. Pretty soon you'll have a response like "S-400 is the bestest because I said so". You cannot compare weapon systems out of their contextual usage and development philosophy.

This is not a correct question.
In fact, it has no sencse, since all of these AD systems are to destroy a very different targets and defend different objects in different cercumstances.
