Why not make power cheaper and give greater access of it to all of India?

I am from a power-surplus state and it is very painful to imagine hot and humid parts of Bihar, Jharkhand, Odisha, UP and other backward Indian states as suffering from power shortage.

Transmission of power from Punjab to Odisha might be unfeasible
