KABUL, Afghanistan

The Senate in Afghanistan on Tuesday lashed out at alleged Iranian military intrusion in the bordering Afghan province of Nimruz in December.

A commander of Iran's Revolutionary Guards Corps (IRGC) claimed about the operation on Sunday that has angered the Afghan lawmakers.

Fazal Hadi Muslimyar, the speaker of the Afghan parliament’s upper house, said such an operation by the IRGC inside Afghanistan is a matter of "disgrace".

“Whatever the Senators have said about the Sipah-e-Pasdaran (IRGC’s) operation in Nimruz province is a matter of shame for the foreign forces stationed here. The (Afghan) government and the international community should perform their due duties in this regard”, he stressed.

On Sunday, Mohammad Marani, the commander of IRGC’s Quds Base, said Hossein Hajmalek, an Iranian engineer working for a company cooperating with the IRGC, was kidnapped in Iran’s Sistan and Baluchistan province two weeks ago.

Iran’s Tasnim news agency has quoted the IRGC’s Commander as saying the kidnappers took the Iranian engineer to Afghanistan.

According to the commander, the hostage’s father asked the IRGC Quds Base for help after the kidnappers demanded ransom and threatened to kill the hostage.

The IRGC fighters launched a special operation following intelligence activities and coordination with the authorities and freed Hajmalek on December 24, he added.

However, according to Mehr news agency, the deputy governor of Iran’s Sistan and Baluchistan province rejected the news reports regarding the cross-border operation.

“In the past few days, an operation to release a hostage was carried out in Nimruz city in Sistan and Baluchistan province, which some foreign hostile media outlets mistook Nimruz of Iran with a province in Afghanistan with the same name," Ali Asghar Mirshekari was quoted as saying by the news agency.

Officials in Afghanistan’s Nimruz and Farah provinces bordering Iran have long been blaming Tehran for supporting militants, a charge discarded by Iran.

NEW DELHI: , January 05, 2018 19:34 IST
Updated: January 05, 2018 22:18 IST

“It is a welcome first step. [We] hope it will get Rawalpindi (Pakistan’s military) thinking,” a senior official told The Hindu, although the government issued no formal reaction to the development.

New Delhi and Washington have been in close touch over the decision, and Foreign Secretary S. Jaishankar met with U.S. Ambassador to India Kenneth Juster early on Friday, hours after the U.S. administration announced that it would suspend all its security assistance to Pakistan unless it acts against terror groups targeting Afghanistan, as a part of its “South Asia strategy.”

“It is a welcome first step. [We] hope it will get Rawalpindi (Pakistan’s military) thinking,” a senior official told The Hindu, although the government issued no formal reaction to the development.

India had issued statements welcoming the U.S.’s South Asia strategy announced by President Donald Trump in August, and its new National Security Strategy issued in December, both of which called on Pakistan to take action against terror safe havens that target U.S. troops in Afghanistan, or face consequences. The MEA’s decision not to issue any statement on Friday, however, was attributed to several reasons.

Firstly, the U.S. announcement did not come as a surprise, as it came three months after the Trump administration notified the U.S. Congress that it would not disburse the 2016 tranche of its Foreign Military Funding (FMF) of $255 million. On January 1, the U.S. President made it clear that the action was imminent after he accused Pakistan of “lies and deceit” on the issue and threatened that the U.S. would continue to fund Pakistan “No More!”

Secondly, while officials hailed the move, it doesn’t at present include any specific words for groups that target India. Asked specifically if the U.S. action related to the release of Hafiz Saeed from house arrest, State Department spokesperson Heather Nauert said on Thursday that while the U.S. had expressed concern over the release, “To my knowledge, that has nothing to do with that.” As a result, it is understood India would rather not speak about what is essentially a bilateral action between U.S. and Pakistan, even as it strengthens its own counter-terrorism cooperation with the US. Last month’s India-U.S. counterterrorism designations dialogue was one such new effort.

Finally, experts say there is some scepticism about whether the U.S. action will effect the desired reaction from Pakistan, if it relates only to the military funding of about $255 million in (FMF) and possible $900 more in Coalition Support Funding (CSF), without further action.

In 1981, President Zia-ul-Haq had famously referred to a U.S. offer of $250 million for Afghan refugees as “peanuts”, said former Ambassador to Afghanistan and Secretary in the MEA, Amar Sinha, adding “If the figure was peanuts nearly four decades ago, think of what it would mean today.”

According to Mr. Sinha and other former diplomats, the U.S. move to cut aid to Pakistan on the issue of its support to terror has been made in the 1970s, 1990s, and more recently by the Obama administration in 2011 as well.

“Mr. Trump has shown he is different in many ways,” said Arvind Gupta, former Deputy NSA and director of think-tank Vivekananda International Foundation. “But follow-up action from the U.S. will have to be seen as well. The U.S.’s dependence on Pakistan for assistance in its operations in Afghanistan has not completely ended yet.”

The reason why Pakistan is reluctant to act against Taliban

Pakistan seems to be reluctant to act against the leadership councils of the Taliban and Haqqani network which the Afghan and US officials believe are based in the key cities of Pakistan.

The foreign minister of Pakistan Khwajah Asif has told the Wall Street Journal that Islamabad would not allow the Afghan war to be fought on Pakistan’s soil.

“We have relative calm in Pakistan at the moment,” Asif said. “But if we go against these people [Afghan insurgents], then the war will again be fought on our soil, which will suit the Americans,” he added.

So that's why terrorist organizations are mushrooming in Pak as action against them by the Islamist Paki Army and other security agencies will invite a blowback which they will not be able to handle! This is an outrageous excuse for not taking any action against them!

There is some minuscule truth that there are some groups that have become so brazen that they have gone out of the hands of the ISI too. If the administration takes action, they'd rather fight the Pakistani army to death than comply with a surrender request. Siege of Lal Masjid is one such example.

It is a failure on our part that we haven't been able to use this to our advantage. There should have been at least a dozen more Lal Masjids by now.
