Some back-story:
  • The Krishna River forms the de-facto state-boundary between Andhra and Telangana to the south-east (of Telangana) and north-west (of Andhra).
  • The Nagarjuna Sagar Dam, built over this river, is a national project, but on paper it's split between the two states, and who gets to control the dam's various canals hasn't been decided.
  • On 12th, both AP and TS governments issued orders to the engineers manning the dam. AP ordered them to release water to downstream canals leading to Andhra; while TS ordered them not to release any water.
  • With its orders not being followed, AP government ordered AP Police to go to the dam in force, and make the engineers release the water.
  • Within no time, TS government dispatched TS Police to go to the dam in force, and force the engineers to close the gates
  • Then this happened:

  • Not just constables with sticks, but also low-level inspectors traded blows, insults to each others' mothers, yada nada.
  • There was no firearm discharge.

Today the common Governor of AP and TS, ESL Narsimhan aka "Doberman" (former IB chief and die-hard national-security buff) called both chief ministers and reportedly shouted on them in a filmy style.

Thank god there was no firearm discharge.

There was a lot of pressure on AP government to get that water released. Else paddy crop downstream (in AP) was going to fail. TS government was under pressure to save water, because TS dries up months before AP does, in spring. Governor ordered the dam engineers to immediately release water, and both CMs were scolded very harshly not to behave in this manner.

Other things to note:
Irony was that officers from both sides(Right bank and left bank) were part of the same department till last year, one good thing to notice is that this whole incident is because farmers are effected due to lack of water atleast it shows that government takes care of people's issues contrary to the general opinion.

Then again i believe some compromise has been reached in Delhi in this regard. This issue is bound to flare up again and again until a permanent solution is found.

Oh, and to those who don't know, Nagarjuna Sagar is no ordinary barrage. It's the world's largest masonry dam. Krishnaraja Sagar near Mysore is a piss-stream in comparison. Each crest-gate is wide enough for a Navy Corvette to pass through.

Like Taj Mahal, Nagarjuna Sagar looks small in pictures, but blows your mind when you see it in person.

Another Mullaperiar in the making!
There are two dams along Krishna, which were arbitrarily given away to either of the two states. Nagarjuna Sagar is temporarily being run by TS, while its upstream dam, Srisailam, is temporarily being run by AP. It's what the cops were talking about in the video. The lighter-blue shoulder patch are TS police, and the dark-blue shoulder patch are AP police.
