Some back-story: The Krishna River forms the de-facto state-boundary between Andhra and Telangana to the south-east (of Telangana) and north-west (of Andhra). The Nagarjuna Sagar Dam, built over this river, is a national project, but on paper it's split between the two states, and who gets to control the dam's various canals hasn't been decided. On 12th, both AP and TS governments issued orders to the engineers manning the dam. AP ordered them to release water to downstream canals leading to Andhra; while TS ordered them not to release any water. With its orders not being followed, AP government ordered AP Police to go to the dam in force, and make the engineers release the water. Within no time, TS government dispatched TS Police to go to the dam in force, and force the engineers to close the gates Then this happened: Not just constables with sticks, but also low-level inspectors traded blows, insults to each others' mothers, yada nada. There was no firearm discharge. Today the common Governor of AP and TS, ESL Narsimhan aka "Doberman" (former IB chief and die-hard national-security buff) called both chief ministers and reportedly shouted on them in a filmy style.
