Not really!
India has been receiving such kind of TOT for decades. Until today, India is still relying on weapon importation.
You are totally ill informed, India faced some stringent sanction from USA & NATO countries after 1974 & 1998 nuclear tests"¦ even scientists attached with the defense institutions had restrictions movement into these countries"¦ after 1974 tests India was in very bad shape not even able to feed its citizens were dependent on western aids, which were stopped abruptly"¦ India pull it through those difficult times with grace of GOD"¦
Soviet union was the only country then to stand by India and gave weapons but not the technology then it was more of a buyer / seller relationships when all western countries were reluctant to sell weapons to India"¦.
There are some traps in these TOT:
1. They only give those techs which is already outdated or to be outdated.
No one gives latest technology not even China to its dearest friend Pakistan, so India have to innovate and learn to work on the top of the technology received from the said countries and become self reliant in 10 – 15 years of time"¦ No spoon feeding required"¦
2. They always keep some key parts, materials or process know-how for themselves, so you have no problem to use it in current weapons. But when you will have great difficulties in develping next generation weapon with it.
Getting technology is a means to bridge a gap ONLY, Indian R&D have to work to come up with next generation of technology, no need to reinvent the wheel gain and again, learn and gain the knowledge and build upon those technology to suit India's requirement"¦
One example is Greanpine Radar from Israel, Indian scientist learned from Israelis and build on the existing one to suit to India's requirements"¦ India's anti ballistic missile uses the same Radar with Indian enhancements"¦ as I said spoon feed not required"¦
3. Generally, the procedure of seeking the answer is more important than the anwer! With TOT, your team will never get the experience of seeking the anser.
As I said earlier the TOT & Joint Venture is only to bridge the technology gap quickly rather than reinventing the wheel gain"¦ it does not help India to go through the same pain that Russia, USA or Germany went through in last 60 years to build a Jet Engine"¦ Better for India to go for a Joint Venture with say France to learn and gain the knowledge of engine making, then the Indian scientist have to work and innovate to come up with something to India's requirement"¦
