Those M16s could be obtained from NE guerillas who has lots of them in their arsenal.maoists and NE tangos are said to have tieups. Its only possible to assume that these were obtained from them.NSCN gets these American stuff from illegal arms markets in bangkok.Its also possible that these are just clones of American ones made by norinco as norinco produces and supplies wide variety of illegal copies of western arms like M4,M 16,MP5,china lake etc.srilankan STF uses these weapons.
