    CAG report on farm debt waiver scheme reveals irregularities, lapses in implementation

    New Delhi: The Comptroller and Auditor General's (CAG) final report on the farm debt waiver scheme highlighted loopholes and pointed out irregularities in implementation of the Rs 52,000 crore scheme. The report was tabled in Parliament on Tuesday.

    The CAG report said over Rs 20 crore were doled to ineligible farmers or for purposes other than agriculture. The scheme was announced by the UPA government in 2008 and it had written off debt of more than 3.7 crore farmers.

    There are lapses in over 22 per cent of the cases and over 13 per cent of the beneficiaries were eligible under the scheme but were not considered, according to the CAG report said. There were also no acknowledgement taken from over 34 per cent or a third of the farmers.

    This acknowledgement is necessary so that farmers don't take fresh loan. In over 4800 cases, incorrect benefits were given to the farmers, the CAG report further revealed.

    Further, loans of over Rs 164 crore were waived off in violation of the guidelines, the report said.

    Now, CAG finds lapses in one of five cases of government's farmer loan-waiver scheme

    New Delhi: The government will have to explain allegations of malpractices in one of its flagship schemes to waive the debts of farmers across the country, a promise which helped power the coalition's victory in 2009 .

    The government's auditor or CAG has said that the 52,000-crore scheme was marked by problems in one of every five cases. 90,000 farmer accounts were audited for the report, which was shared with parliament today.

    The scheme to write off the loans of nearly three crore farmers across the country who own less than five acres of land was announced by Prime Minister Manmohan Singh in 2008 and is credited with being one of the major reasons for his government's re-election a year later.

    The CAG report said that "farmers who had taken loan for non-agricultural purposes or whose loans did not meet eligibility conditions, were given benefits under the scheme." Other farmers, who qualified for assistance, were overlooked.

    they themselves decided this is the last congress rule so that wrap up as much as possible,destory india to irreversible stage and fly to italy

    Forget about that. Soon there is going to be another round of waivers and attendant scams.

    PS: Loan waiver is itself a SCAM.
