Even if the UN orders tougher sanction, China is a rogue nation in this game.
She will bolster North Korea since it does not want a buffer collapsing.
China is well known to circumvent international treaties and agreement. If it were not so, Pakistan would not have 'Made in China' nuclear physical assistance having avowed by the NPT.
