When operations start based upon available intel, all militant groups are acted upon. NSCM or ULFA or XXX, no one is spared the stick. Most of these NE groups have links with each other. So, if the IA captures one terrorist of a particular outfit, intel of many outfits are collected.

The Myanmar army has zeroed in on the base of anti-talks faction of the outlawed United Liberation Front of Asom and other insurgent groups from the northeast.

Oracle NCSNM have evolved to have a conventional army with Barracks worth 2 divisions on Indian soil.There is a reason GoI is tolerating Muviah

GoI can erase Muviah or Khaplang or XXXXX anytime it wants. However, you must have read about the road blockade in Manipur about 4-6 months back? Not easy considering the sentiments of a major ethnic tribe.

There is a reason to everything JP. It started in 1918, boiled in 1947 and was not resolved even in 1955 when the GoI sent in the IA to restore order. Internal security failures or should I say poor visionaries? There were demands by the Nagas accepted by the GoI, which remains unresolved even now. As part of Greater Nagaland or Nagalim, their demands include many places of neighboring states, including a portion of my native place. If GoI has to act, then it should be an operation conducted all over the NE - simultaneously, and not constrained only in Nagaland or Assam.

NSCM cadres lives mainly on tents in isolated areas since they (both factions of the NSCM) are in a cease fire agreement with the GoI. Apart from that, group leaders reside in neighboring countries and send in directives to their foot soldiers in India.

Crushing NSCM or any other terrorist group of NE India is a 6 month job, IMHO.

What's lacking?
The will to act.

It's mostly Meiteis, because they too are ferocious and don't like being subdued.

Mizo's, Vaiphei's, Hrangkhol's etc do not oppose NSCM because:
1. they don't have a terrorist group of their own as powerful as to take on the might of the NSCM.
2. of the shared religion, Christianity.

True. But annexing lands of Bangladesh is a bad, bad idea. Demography of Assam and to a certain extent NE India is already lost.

Let transit routes do the trick. There is no need to annex lands which would ultimately go down with the rise of water-level in the Bay of Bengal.

Legally speaking MI has the power to conduct intelligence operations only up to 20km from border.They want to increase it to 80km.

Maharashtra chief minister Prithviraj Chavan on Friday claimed that Mumbai was much safer today than it was at the time of 26/11 attacks but intelligence experts insist that three years after the sensational attacks rocked the financial capital of India, lessons learnt have been forgotten and agencies are still fighting over territorial jurisdiction.

There is also lack of coordination and overlapping of work, stated a serving senior intelligence officer.

The three agencies, Research and Analysis Wing (RAW), National Technical Research Organisation (NTRO) and Intelligence Bureau (IB) use similar monitoring equipments supplied by the same manufacturer but their intelligence inputs are contrasting, stated a former joint secretary-level NTRO officer.

There have been instances when these agencies targeted the same channel but feedback given to higher authorities was entirely different, he said.

IB chief Nehchal Sandhu had also reprimanded a senior NTRO officer, he added.

Defence Intelligence Agency (DIA), which reports to national security adviser (NSA), is also handicapped, because of lack of human intelligence. The Military Intelligence (MI), responsible for human intelligence, and RAW are also fighting over territorial jurisdiction.

Official sources revealed that the MI wants to increase its intelligence gathering activity to 80 km, across the border from the current 20 Km. The external intelligence gathering agency RAW, however, insists that they have jurisdiction beyond 20 kms

Admitting the turf war between various agencies, former IB joint director M. K. Dhar said there is a need for more coordination and free exchange of information between the intelligence agencies. " There is a clash between RAW and NTRO," he said.

Mail Today on June 28 had reported about turf war between NTRO and RAW, over the use of unmanned aerial vehicles (UAVs), to be operated in the Left-wing extremism affected areas. Despite the fact that the Aviation Research Centre (ARC) has aircraft and expertise for air- borne surveillance, the government decided to authorise NTRO to purchase and operate the UAVs.

The MI, however, is seeking interception powers but it has been limited to gathering human intelligence.

IB attempts to discredit information, which the MI provides but is reluctant to share information, a senior defence officer said.

Former IB chief A. K. Doval, however, said nobody compresses the tactical information but intelligence convergence and systematic improvement required. " The government has failed to deliver on integrated internal security plan and the national counter terrorism centre," he said.

Army gather intel way Beyond Borders, Its not uncommon and very active in all borders of India, This intel can be shared with other friendly nations in counter terror operations....

BTW MI is supposedly more powerful in Nepal than RAW.

Their is nothing like that, RAW is active in all countries near India, IM is newely devloped agencey from Army own ground intelligence in CT environments, All are working together..
