1) Source: homepage of Japanese Defense Ministry (MOD) http://www.mod.go.jp/js/Press/press2013/press_pdf/p20130531.pdf
2) If foreign mil. aircrafts were so close to your coastline, what would IAF have reacted?? In this incident Japanese F-15 had to scramble

0. I don't understand Japanese either, last time I checked this is an English forum.
1. Source is in Japanese, will be needing English source.
2. Your post says the aircraft breached Japanese airspace, but from preliminary observation of the picture (which is also captioned in Japanese) it can be seen now that you lied.

Japan Scrambles Fighter Jets to Meet Russian Planes | Defense | RIA Novosti

MOSCOW, August 26 (RIA Novosti) – The Japanese Defense Ministry has scrambled its interceptors for the second time in four days in response to the approach of Russian military airplanes, local media said late Sunday.

Two Russian Il-38 anti-submarine patrol aircraft passed near Japan's northern shores, though they did not violate the country's airspace, the Japanese Defense Ministry said in a statement cited by Jiji newswire.

The Russian military had not commented on the incident by the time of this article's publication.

Last Thursday, Japanese fighters were scrambled over alleged violations of the country's airspace by two Russian Tu-95 strategic bombers. The Russian Defense Ministry confirmed Tu-95s were flying in the area, but denied they had entered Japanese airspace. Similar incidents also took place in May and June this year.

Is that Russian aircraft with Mount Fuji in background?

By the way, do we have Japanese members on DFI?

Japanese Air Force Put on Alert After Russian Bomber Fly-By

Japan placed its air force on alert after two Russian bombers flew near its airspace, a local news agency reported Monday, citing Japan's Defense Ministry.

The pair of Tupolev Tu-95 strategic bombers was spotted off Tokyo over the Pacific Ocean on Sunday, Kyodo news agency reported.

After flying south toward the island of Okinawa, they turned around and flew northeast along the length of the Japanese archipelago and then headed north toward the Russian island of Sakhalin, Kyodo said.

The bombers did not violate Japanese airspace, the agency reported.

Japan also put its air force on alert Saturday when two Russian Tupolev Tu-142 reconnaissance planes flew near the archipelago.

The planes again did not violate Japanese airspace, but Japan's Defense Ministry says it is analyzing Russia's intentions behind the fly-bys, Kyodo said.

Japanese Air Self-Defense Forces were put on alert 105 times between July and September because of close encounters with Russian aircraft, according to military authorities.

TOKYO - Japan scrambled fighter jets in response to four Russian aircraft, including two bombers, approaching Japan airspace, reports said Tuesday.

Fighters were dispatched Monday after two Tu-95 Russian bombers flew from east of the Korean Peninsula over the East China Sea and south-western Japanese islands, the Kyodo News agency reported, citing Defence Ministry officials.

Then the bombers reportedly turned north along the Pacific coast of the mainland.

An Ilyushin Il-20 electronic surveillance plane was also found flying from the Soya Strait off the northern island of Hokkaido to areas off the Pacific coast of eastern Japan, before making a return flight on almost the same route, the officials said.
