A supposedly top echelon General like Musharraf who planned Kargil operation never ever took into consideration the possibility of IAF retaliation considering the nature of terrain is baffling beyond belief. Even weirder was his constant denial of PA involvement, and years later of actually boasting about himself traveling and spending in Indian LOC during that time.

Denials and distortions to suit facts
Victory was probably never Musharraf's objective with Kargil. Pakistani Army needs to engage in armed conflict from time to time, to make itself feel relevant to the Pakistani people (given that it's the biggest entity in Pakistan). Even if they won't win anything, the act of threatening India could be praiseworthy enough for domestic consumption.
