If to correct this list, then Ukraine must change with Israel placed ( in Ukraine of successful starts in a year more than all starts of rockets in space Israel). And into place of the European space agency to put CNES (France).

And is it possible to know what parameters were rating? (As China was ahead of Europe, with its old technology).
China has a manned mission program. If manned missions are a criteria, Russia is first followed by China. NASA comes third, maybe India will overtake NASA on this at a little later date.

Other than that China is a major satellite launch center now.

Germany doesn't have an independent space agency, DLR funds go directly to ESA the same as CNES.

What you attach always think to to the budget. Consider on achievements. ESA is giglet, as well as €. In him a main player is France.

Achievements are subjective, statistics are not. France is the leading member of ESA... what of it?

Instead of bashing Pakistan, Indians should look at how fast China is getting ahead of us.

Pakistan's space program was started under its only Nobel laureate Abdus Salam and they did have some lead over us but soon the funding to space agency was stopped and rest is history.

ISRO is known and highly respected due to its priorities and cost-effectiveness.

Our space program has always focused on our major need which included resource management, weather and communication. We didn't followed the same path other nations did.

China is on path of US and Russia while ISRO is exploring other field along with the same old goals.

We are exploring for mining Helium-3 in future along with study of sun etc.. Moon and MARS missio are important for technology development.

First research thoroughly and then post.

P.S. Avoid using WKK as an argument.

And because, if to measure on achievements, Korea in any way is not written into TOP10. For her that was 2 unsuccessful starts. Israel with a less budget and did that anymore.
