Tokyo's Underground River System to Counter Floods

I recently saw this on our CBC news and thought GOI should look in to it to plan and execute it in low lying areas of entire land mass. It will be huge undertaking but is necessary as we cannot continue with never ending flooding accompanied with destruction of property and uprooting of folks.

I hope our GOI of today will get hold of the information and make plans to mitigate for future weather change as it is inevitable. I will try to reach PMO and wait for response.
