This guy is dumbest person. Where does he get his BS?
The Indians could also push their MiG-29s into the strike role. It was first introduced by the Soviets in 1983. This two-engined, thoroughly modern multi-role jet was the Russian answer to the F-16, and is in some ways superior. It has a maximum speed of 1,518 mph with a combat radius of 430 miles. It can carry up to 7,720 lbs of missiles, bombs, pods, and drop tanks on its six hard-points.
Mig-29's in strike role? According to him the Flankers will not be used in strike roles! WTF is wrong with this guy. He doesn't even include the Mirage!

The Hinds have greater range and greater lift capacity, as well as a higher service ceiling. This means they can carry more ordinance further, higher, and hang around on the battlefield longer. The maximum service ceiling in particular makes the Hind more useful in places like Kashmir. They also have the ability to engage other helicopters with IR-guided missiles, something the AH-W Super Cobra can do, but not the AH-1F and S models.
Hinds in Kashmir? Right because we used them in Kargil!

From the comments i've seen, he doesn't take kindly to being told hes wrong.

When was this report written?

Firstly, he did not specify Sukhoi-30MKI and he did not specifically say that India was not going to use them. I do agree, however, that MiG-29, being an air-superiority fighter, can be used for strike missions.

Secondly, India did not use Hinds i.e. Mil-25/35s in Kargil. India used Mil-17 with rocket pods and were quickly withdrawn. It is true that Mil-25/35s have a higher load carrying capacity and have a higher speed, they also have issues at higher altitude since it is not a pure gunship.

Finally, MiG-27s have been or are being withdrawn from service following a crash.

Overall, a very misleading and misinformed article.

Is that a beard or a dark shadow under the chin?

He has a beard, but no moustache. There are Amish in Kentucky, but he is more likely a Hobbit.
