    7-year jail, Rs 100 crore fine soon for showing PoK, Arunachal as disputed

    NEW DELHI: Depiction of a wrong map of India like showing Pakistan-Occupied Kashmir (PoK) or the state of Arunachal Pradesh as not a part of India on any online or electronic platform or physical documents could mean a stiff jail term of seven years along with an heavy fine of up to Rs 100 Crore, as per a new law being proposed by the Narendra Modi government.


    This provision is part of the draft of the Geospatial Information Regulation Bill planned to be brought to Parliament soon by the Centre. BJP has been critical of western publications and US companies like Google for showing truncated maps of India with respect to J&K and Arunachal Pradesh.
    As per the new provision, wrong depiction of a map of India will be made a specific offence. "No person shall depict, disseminate, publish or distribute any wrong or false topographic information of India including international boundaries through internet platforms or online services or in any electronic or physical form," says the provision in the draft bill on which the Home Ministry has asked for comments from the public.
    At present, such transgressions are dealt under Section 69A in The Information Technology Act in which access to such online links is blocked by the government. Last year, India banned Al-Jazeera channel for 5 days for showing a wrong map.

    The draft bill now specifies penalties on the offenders for wrong depiction of the map of India. "Whoever depicts, disseminates, publishes or distributes any wrong or false topographic information of India including international boundaries shall be punished with a fine ranging from Rupees 10 lakh lac to Rupees 100 Crore and/or imprisonment for a period upto seven years," the draft provision says. When the offender is a company, every person responsible for the conduct of business shall be liable to be proceeded against unless he proves that the contravention took place without his knowledge or that he exercised all due diligence to prevent such contravention. The Act will however not apply to Indian government bodies. In the past, foreign magazines carrying wrong maps of India were either defaced with blue stamps by the Customs Department or shredded.

    The proposed law also brings tough provisions saying any person or institution acquiring and disseminating any geospatial imagery or data of any part of India through space or aerial platforms will have to first seek permission and license from a government authority. This could mean that online platforms like Google will have to apply for a license to run Google Maps or Google Earth in India.

    I have a compilation of some news clippings of the government's work. These might not be in chronological order and might not have the source links, since I saved them in a text editor, but could be traced by a simple google reverse search. I don't claim ownership of the content written.

    Digital Connectivity Initiatives of NDA.

    I)Bharatnet

    Bharatnet is the world’s largest rural broadband connectivity project using optical fibre. It would connect each of 2.5 lakh Gram Panchayats with a minimum of 100 Mbps bandwidth. This network will be supported by a High Capacity Network Management System and Network Optical Centre.
    Bharatnet will serve as the infrastructure backbone of Digital India, taking Internet and telecommunication services to every nook and corner of the country. It will facilitate the delivery of e-Governance, e-Health,e-Education, e-Banking, Internet and various other services to rural India.

    II)Next Generation Network (NGN)

    Next Generation Network (NGN) is an IP based technology to manage all types of services like voice, data, multimedia/ video and other types of services.

    NGN Technology will converge different networks, which includes Telephone Network, Internet and Wireless Mobile network. Not only voice, this will enable the data to travel to consumers which means both voice and high speed broadband will be enabled.

    There will be some ‘never heard of value added services’ in landline telephone that are:

    1. Wide area IP centix: This is a close user group(CUG) which is not only within his local area, but also in entire country. Whichever part of the country a person resides in, he will be able to make unlimited voice and video chat with an affordable fixed rental. The Centrix can be done without the telephone state boundaries. That means from Kashmir to Kanyakumari people can come under the CUG. By paying a nominal monthly rental they can talk and video chat among themselves.

    2. MMVC (Multimedia video conferencing):Any terminal, any access device can join a conference. One customer using a SIP phone (session initiation protocol phone) can have a conference with 30 people across the country. Soon it will become across the globe.A SIP phone may be only a SIP phone or a Video SIP phone. People having computer/laptop/tablet can use SIP phone by using the application in their system and connecting SIP phone with it.

    3. Fixed Mobile Convergence: The calls on your fixed line can get diverted to your mobile phone and vice versa. That means if one has a fixed line at office and home and a mobile phone, with the convergence, he/she will never miss any call. All the phones will ring simultaneously and he/she can take the call from any phone.

    4. Fixed Line close to mobile (pre paid model in fixed line): All the facilities of mobile phone will now be enabled on NGN technology using fixed line telephone. The prepaid services can also be extended for other value added services i.e. MMVC, IP-Centrex & FMC services.

    MODI in his speech in Brussles said that some 10,000 crores were put in new accounts ie "Gareeb ki ameeree".

    Saw in newspaper about a article saying NDA inherited a corrupt system in legacy by Congress which would take time to mend.

    Nirmala Sitharaman's success story under Saansad Adarsh Gram Yojana

    • Nirmala Sitharaman, Minister of State for Ministry of Commerce & Industry, took upon herself the challenge of adopting two villages and developing them into model villages.
    • Two coastal villages of West Godavari District of Andhra Pradesh - Pedhamyanavanilanka (PM Lanka) and Toorputallu were adopted by her on November 7, 2014.
    • Drinking water: For improving the quality of drinking water, two RO water treatment plant were inaugurated at Toorputallu and one at PM Lanka.
    • Sanitation and cleanliness: As part of the Swachh Bharat Abhiyan, Sitharaman has launched projects like Bio-digester based toilets and Integrated Solid Waste Management Program.
    • A pilot project with around 44 bio-digester based toilets have been dedicated to the two villages and have yielded very positive response.
    • To maintain sanitation and cleanliness, each household will be given dustbins separately to collect bio- degradable & non-bio-degradable waste.
    • Skill development includes Salt Farming, Mushroom Cultivation and Vermi-compost farming.
    • The salt farmers are being trained to ensure that they move away from primitive methods and are taught about the scientific ways of producing salt.
    • Community Infrastructure On April 7, 2015, the foundation stone for an Art Digital Community Center was laid at Pedhamyanavanilanka. It will be quipeed with facilities like Computer Training Center, Mahila Bhavan, Library, E- Panchayat, multipurpose hall and will have 24/7 electricity via solar panels.
    • Education: on Feb 13,2015, an examination center was established in Toorputallu for Class X students of the two villages so that they do not have to walk miles to appear for their examinations.
    • Financial security, special Camps were organised between Nov 16,2014 to Nov 18, 2014 in the two villages to ensure that all the households are covered under Jhan Dhan Yojana and AADHAR Scheme .
    • Awareness has been generated in the two villages regarding the 3 Financial Security schemes ( Atal Pension Yojana, Pradhan Mantri Jeevan Bhima Suraksha Yojana, Pradhan Mantri Jeevan Jyoti Yojana).

    Challenges ahead
    One of the major challenge is to protect Pedhamyanavanilanka from sea erosion and ensure that it's existence is not threatened.

    What will Phase 2 of SAGY cover?
    • In the phase 2 of SAGY, Sitharaman plans to work on areas like underground drainage system for Pedhamyanavanilanka,
    • solar power based street lights for lighting the two villages,
    • upgradation / maintainence of the main road in the two villages,
    • construction of the highest priority CC roads,
    • construction of around 1700 bio-digester toilets and the inauguration of work on construction of elevated bridge at Nalli Creek.

    Tenfold increase in tourism since visa-on-arrival scheme
    • Tourists arrived on e-Tourist Visa during January-April, 2015 register agrowth of 1086% over January-April, 2014.
    • After the launch of Tourist Visa on Arrival (TVoA) enabled by Electronic Travel Authorization (ETA), presently known as e-Tourist Visa scheme, by the NDA Government on 27th November 2014 for 43 countries. There has been an unprecedented growth in the number of tourists arriving in India.
    • During the month of April 2015, a total of 19139 tourist arrived on e-Tourist Visa as compared to 2167 of earlier TVoA Scheme during the month of April 2014, registering a growth of 783.2%. Whereas during the period of January-April 2015, a total of 94,998 tourist arrived on e-Tourist Visa as compared to 8,008 of earlier TVoA Scheme during January-April 2014, registering a growth of 1086.3% .
    • This high growth may be attributed to introduction of e-Tourist Visa for 76 countries as against coverage of earlier TVoA scheme for 12 countries.

    The ministry of finance has rolled out two crucial insurance schemes, under the name 'JanSuraksha'.

    The scheme (PMSBY ) offers an accidental cover of Rs.2 lakh for annual premium amount of just Rs.12. Another one, PMJJBY covers both natural and accidental death for Rs. 330 per year premium.

    • PMSBY: Pradhan Mantri Suraksha Bima Yojana
    • PMJJBY: Pradhan Mantri Jeevan Jyoti Bima Yojana Scheme

    Finance minister Arun Jaitley coined these schemes in the union budget.

    What is it?

    PMSBY is an accidental death insurance cover. The sum assured is
    Rs. 2 lakh for which you will have to pay a premium of Rs. 12 per year for the age group 18-70 years. Your nominee will get Rs. 2 lakh, in case of accidental death.

    PMJJBY will cover both natural and accidental death to up to Rs.
    2 lakh. The premium will be Rs. 330 per year for age group 18-50 years. The sum assured is Rs. 2 lakh. On the death of the insured member for any reason, it is payable to the nominee.

    If you have a savings account with the participating bank you can buy any of these policies under Pradhan Mantri Bima Yojana. The premium will be directly auto-debited by the bank from your account.

    Targeted at the poor and unorganized sector who are neither covered by any form of insurance nor get pension, these schemes are much needed and realistic.

    In India, less than 20 per cent of the population is covered by insurance of any form.

    How to avail the scheme?

    Surprisingly, the procedure to avail this scheme is fairly smooth. I visited my home bank branch, gave my consent on a 9-input-fields form and done.

    Sansad Adarsh Gram Yojana:Smriti Irani gives over Rs 7-cr boost to Maghrol village
    • She gave green signal to projects worth Rs 7.14 crore for the development of the village,
    • Irani also laid foundation stone for two overhead water tank of 5,000 litre capacity each.
    • She also distributed 500 health cards to the villagers and inaugurated a doctor-on-call project.
    • Irani has earmarked Rs 42 lakh towards what she has called “smart school project,” which involves tablet PC to each students of the school up to Class VIII at the primary school, Wi-Fi, and basic infrastructure upgradation such as dining hall for mid-day meal, among others, as per announcements made during her January 23 visit.
    • She also dedicated an ICU van to the Dharmaj Jalaram Trust and an ambulance to the local government primary health care centre, involving an investment of Rs 1.28 crore.

    Nitin Gadkari dedicates two major highway projects in the North East to the Nation

    Union Minister of Road Transport and Highways Nitin Gadkari today dedicated to the nation two major Highway projects in the North East at a function near Shillong. The projects considerably ease the travel from Guwahati towards Shillong and other parts of the North East. These include Shillong Bypass and four laning of Jorabat-Barapani Section of NH-40.

    The Shillong Bypass connects NH 40 and NH 44 (New NH 6) and will decongest the traffic in the city of Shillong from trucks and heavy vehicles coming from or moving towards North Eastern parts of Assam and other states-Mizoram and Tripura. The 48.76 Km Bypass which begins from NH 40 at Umiam in Ri-Bhoi District and ends on NH 44 (new NH 6) at Mawryngkneng in East Khasi Hills District provides a pleasant and a safe driving experience. The bypass was constructed by NHAI on BOT (Annuity) mode.

    Black money: 121 cases against HSBC account holders

    Complaints were filed under I-T laws for tax evasion after investigations into these cases found that these entities were ‘wilful’ defaulters.

    The Income Tax department has slapped 121 cases for prosecution of those entities whose names have appeared in the HSBC Geneva bank list even as undisclosed income to the tune of Rs. 4,800 crore has been brought under tax net in these cases at the end of the last fiscal.

    Sources said the cases have been filed in courts in Delhi, Mumbai, Bangalore, Ahmedabad and Goa before the closure of the just concluded financial year 2014-15 on March 31. A report in this regard has also been sent to the Special Investigation Team (SIT) on black money which is now compiling all the figures and data to present an action taken report before the Supreme Court on or before May 12.

    Sources said the complaints were filed under I-T laws for tax evasion after investigations into these cases found that these individuals or entities were ‘wilful’ defaulters and had allegedly hidden their incomes by illegally keeping in the Swiss bank, from the taxman.

    “About 121 cases have been filed before the March 31 deadline as after this time period these cases would have got time-barred and thus could not be legally prosecuted by the department. The total undisclosed income brought to book in this particular case is approximately Rs. 4,800 crore till now,” the sources added.

    The I-T department has been probing 240 HSBC cases where it is suspected that Indians have stashed their illicit funds abroad. Till December 31 last year, assessments were completed in 128 of these cases by the I-T department out of the total 628 Indian names or entities reported on the stolen HSBC list provided by France to India few years ago after they were reportedly “secreted” out by an employee posted at the Geneva branch of the global bank.

    Out of the said 628 people, 200 were either non-residents or non-traceable, leaving 428 cases to be actionable for tax sleuths to probe. For these 428 actionable cases, the government had said, the net amount of peak balance was about Rs. 4,500 crore.

    “Some more cases in this list would be raised for tax demand and similar legal proceedings soon,” they added. Details of more than 1,000 suspected account holders from India, were claimed to have been disclosed through a joint investigation by an international body — the International Consortium of Investigative Journalists.

    The entire HSBC list features names of 1,668 Indians while the number of actionable cases stands at 1,195 after taking into account duplication and other factors. Collectively, these accounts had a balance of $4.1 1 billion (Rs. 25,420 crore) till 2007. In the list published early this year, there are 2,699 accounts linked to 1,688 Indians.
    Of these, 1,403 accounts were opened between 1969 and 2006 while the maximum amount of money associated with a client connected to India was $876.3 million.

    Black money: ED freezes properties worth Rs 9,003 crore, files 173 chargesheets

    The agency which probes financial crimes under two prime laws of the Prevention of Money Laundering Act (PMLA) and the Foreign Exchange Management Act (FEMA) along with some old cases pending under the repealed Foreign Exchange Regulation Act (FERA) has broken all records of lodging complaints and prosecuting the accused of financial frauds, hawala and money laundering.

    The agency, as part of its efforts to crack down on illicit funds in India and abroad, in the last year registered a mammoth 400 per cent rise in the numbers of assets attached, over 500 per cent increase in the number of criminal

    In a major action against black money hoarders and money launderers, the Enforcement Directorate (ED) has attached assets to the tune of Rs 9,003 crore and filed 173 charge sheets in the financial year 2014-15

    A report prepared in this regard, also accessed by PTI, has been submitted to the Special Investigation Team (SIT) on black money and the Finance Ministry.

    Cabinet nod To Rs 1 lakh cr for urban renewal, 100 smart cities

    The Union Cabinet on Wednesday cleared a project to develop 100 smart cities and rejuvenating another 500 in the country, allocating close to Rs 1 lakh crore for a period of five years. While Rs 48,000 crore has been allowed for 100 smart cities, now renamed Smart Cities Mission, another Rs 50,000 crore has been sanctioned for Atal Mission for Rejuvenation and Urban Transformation (Amrut) of 500 cities. States along with local bodies and corporate entities have to spend the most in the project, experts said. The Amrut project could lead to cities becoming smart subsequently.

    Each city would get Rs 100 crore every year from the Centre for five years. The remaining money has to come from the states, urban bodies and the consortium that they form with corporate entities. Also, 10 percent of budget allocation will be given to states/union territories as incentive based on achievement of reforms during the previous year. A reform matrix with timelines would be circulated to states later. The project will be implemented by special purpose vehicles (SPV) to be created for each city. State governments will need to ensure steady stream of resources for the SPVs.

    Names of the smart cities will be finalized through a competition, called Smart City Challenge. Although this has not been specified by the government, only about 20 cities are likely to be shortlisted in the first phase.
    At the time of formally announcing the smart cities project, the Union Budget had allocated Rs 7016 crore for it. However, in the 2015 Union Budget, the project was allotted only Rs 143 crore. The Budget documents showed that only Rs 924 crore out of the earlier allocated Rs 7016 crore had been spent.

    After the Cabinet approval, a government statement said it was a determined bid to recast the urban landscape of the country and drive economic growth. Smart city aspirants will be selected through a 'City Challenge Competition' intended to link financing with the ability of the cities to perform to achieve the mission objectives, according to the statement. Each state will shortlist a certain number of smart city aspirants and prepare proposals for further evaluation to get Central support.

    Pratap Padode, founder and director of the Smart City Council, said Cabinet's green signal to the project is one big move which could catapult India into a smart nation by invigorating urban renewal for its 30% population and create engines of growth which would fuel the survival of the remaining 70% spread across over 500,000 hamlets and villages.

    Arindam Guha, senior director, Deloitte in India, said while the outlay of Rs 100 crore per city for the smart city programme may appear to be on the lower side, this would hopefully be supplemented by the state government, the urban local bodies and the private sector. ''However, for private sector players to invest in this space, most cities would have to take a relook at their tariff structure for urban services so that they not only recover the cost of service delivery (which only a few cities in the country currently do) but are also able to service these investments.''

    Most of the smart cities will be brownfield ventures and will be implemented through 'area based' approach including retrofitting and redevelopment. There will be Greenfield projects too which will mean development of new cities. Focus will be on core infrastructure services like adequate and clean water supply, sanitation and solid waste management, efficient urban mobility and public transportation, affordable housing for the poor, power supply, robust IT connectivity, governance, safety and security of citizens, health and education and sustainable urban environment.

    As for the rejuvenation mission, it will be implemented in 500 cities and towns each with a population of one lakh and above, some cities situated on stems of main rivers, a few capital cities and important cities located in hilly areas, islands and tourist areas. For this, states will get the flexibility of designing schemes based on the needs of identified cities.

    Central assistance to AMRUT will be 50 percent of project cost for cities and towns with a population of up to 10 lakh and one-third of the project cost for those with a population of above 10 lakh. Central assistance will be released in three instalments in the ratio of 20:40:40 based on achievements. AMRUT seeks to lay a foundation to enable cities and towns to eventually grow into smart cities.

    8,975 NGOs failed to file annual returns for the years 2009-10, 2010-11 and 2011-12.

    In a cancellation order issued on Sunday, the Union home ministry recalled that it had issued notices to 10,343 NGOs on October 16, 2014, stating that they should file their annual returns within a month, specifying amount of foreign funds received, sources of such funds, the purpose for which these were received and the manner in which such foreign contribution was utilized. However, only 229 NGOs reverted to the home ministry. Their replies are being examined on case to case basis.

    Does not work in Indian law that way in 2015. I leave this matter at this.

    India, European Union strike new ‘Digital India’ partnership

    India and the European Union (EU) forged a new digital partnership and discussed potential for collaboration in the fields of technology and innovation besides cooperation to create smart cities.

    The first India-EU Strategic Dialogue Series, organised by UK-based policy platform India Inc. alongside key players like Microsoft and McKinsey, focussed on ‘Delivering Smart Communities’ as part of the Narendra Modi government’s Digital India drive.

    “The European Union has done remarkable work in the field of cyber security, innovation, start-ups, digital governance,some of the issues where we can profitably learn from the experiences of European Union and its team member countries,” said IT and communications minister Ravi Shankar Prasad in his inaugural address at the event via video-conferencing.

    The Digital India Roundtable, supported by Tata Consultancy Services (TCS) and Germany-based IT solutions entity SAP, focussed on the potential of India-EU collaboration in the field of technology and innovation as well as in creating smart cities.

    “The EU must look at India beyond an offshoring market and more as an innovation co-creation partner. India’s experience of scale provides a big leapfrog opportunity,” explained Arvind Gupta, national head of the BJP’s IT Cell. Europe, among the largest outsourcing economies in the world, contributes almost 33 per cent to the global offshore IT sector. Indian IT majors TCS, Infosys and Wipro have in the last year alone struck a series of long-term deals worth millions of euros across Europe.

    “Digital India is an absolute must for the people of India and an absolute opportunity for the people of Europe. Our shared values of democracy and an open society will underpin this partnership,” said Manoj Ladwa, India Inc. chief executive. The event in Brussels brought together all the key players within the European IT industry and was attended by Indian ambassador to the EU Manjeev Singh Puri as well as key players from the European Commission’s communications team. Puri said.

    “The two areas where where the EU should be playing a critical role is Make in India and Digital India.” India is hugely open for cooperation in both these areas, he added.
