Chinese President Xi opposes THAAD deployment in S.Korea



Chinese President Xi Jinping voiced opposition to the deployment of the Terminal High-Altitude Area Defense (THAAD) anti-missile battery during bilateral talks with South Korean President Park Geun-hye on Monday.

“Mishandling the issue is not conducive to strategic stability in the region, and could intensify disputes,” Chinese state news agency Xinhua reported quoting Xi as saying.

In response to the remarks, Park said THAAD would be deployed as a countermeasure only against the North’s nuclear and missile power, and it will be no longer needed once the issues of the North’s nuclear and missiles are resolved, the South Korean presidential office said on an official website.

Xi and Park held 40-minute talks on the sidelines of the Group of G20 summit which has taken place for two days on September 4 and 5 in Hangzhou of China’s Zhejiang Province.

Park underscored that both countries should sternly and firmly respond to the North’s provocations with the view that this is the last chance to deter the North’s nuclear ambitions. She also expressed her hopes that South Korea, the U.S., and China will have the constructive and comprehensive discussion on the issues including THAAD, according to the South Korean presidential office.

“The South’s government and I have a ‘firm determination’ to set count on the South – China relations and move forward it further in the future,” the South Korean Yonhap News Agency reported on Monday as quoting Park said during the bilateral talks.

Xi, however, called on the South Korean counterpart to actively engage in “developing peace” in the North East Asian region as pointing out “the destabilizing factors” the Korean peninsula and East North Asian region has been increasing during the one-on-one meeting, according to Yonhap.

“We should respect a foundation for political cooperation that we have,” Yonhap said quoting Xi’s remarks. “Both have to push forward the China- South Korea relation to improving ‘on the right track’ soundly and steadily as overcoming ‘difficulties and challenges.'”

A few hours after the bilateral meeting between Park and Xi, North Korea test-launched three ballistic missiles in the waters of the Sea of Japan (known in Korea as the East Sea) on Monday, South Korea’s Joint Chief of Staff reported.

DOMESTIC POLITICAL INTEREST

Xi’s mention on the THAAD issue during bilateral talks was influenced by “domestic political factors”, according to Kim Heung-kyu, Director of China Policy Institute at Ajou University, and part of a move to quell political opposition to his more friendly policy towards the South.

“The deployment of the THAAD battery struck a very strong blow to Xi Jinping’s new and drastic policy,” Kim told NK News. “If he didn’t raise the issue which has been heated up between the South and China, he would be faced with considerable domestic political pressure and criticism.”

“Xi couldn’t help but express his stance to defend his policy (toward the South) and domestic political interests,” Kim added.

However, Kim said that Park’s official announcement that the THAAD issue should be dealt with through trilateral talks among the U.S., the South and China, was a step in the right direction.

In the past, the South has emphasized that the deployment of THAAD was the “sovereign and independent decision” and handle it within the framework of the South and the North or the South and the U.S without considering the strategic competition between G2.

“I think President Park Geun-hye clearly delivered the message of compromise as suggesting new concept and perception (on the THAAD issue),” Kim said. “Xi Jinping also doesn’t want to drive China – the South ties into disintegration, and he also exchanged the message (with Park) that China wants to compromise from my perspective (when considering the Xi’s policy).”

Meanwhile, Park held talks with Russian President Vladimir Putin on Saturday in Vladivostok, Primorsky Krai, on the sidelines of the second Eastern Economic Forum held in Russia.

After the talks on Saturday, Putin said “I want to stress that our countries [Russia and South Korea] do not accept the self-proclaimed nuclear status of Pyongyang,” Russian news agency Sputnikreported.

Putin’s remarks came as a surprise to many: South Korean- Russia relations have been cooled in recent months, in large part due to the THAAD deployment issue.

However, South Korea’s defense ministry on Monday shifted its firm stance, suggesting that the decision on the THAAD battery deployment could be withdrawn in the right circumstances – the position taken in Park’s interview with Russia’s state-run news agency, Rossiya Segodny.

Speaking before holding talks with Putin, Park on Friday pointed out the need for THAAD deployment will “naturally” dissipate if the North’s military threats are removed.

Interesting time ahead ... It is a good decision by the Americans to deploy THAAD at the South Korea... What was China doing when that potato faced communist rogue in North Korea was threatening South Korea and Japan on a daily basis ?

China must feel the sense of encirclement and that is the way to contain China ... China's use of rogue countries like Pakistan and North Korea for destabilize other neighboring countries will back fire on it...

"Economic policies could be altered, but it's not the case when it comes to national security," Ban said. "Concerns are growing over China's retaliation against the THAAD deployment, but it could be resolved diplomatically."
According to pollster Realmeter, Thursday, Moon posted support of 27.9 percent this week, up 1.1 percentage points week-on-week, followed by Ban with 20.3 percent and Seongnam Mayor Lee Jae-myung with 11.3 percent. Ban's popularity fell 1.2 percentage points after his brother and nephew were recently indicted on bribery charges in New York, the pollster said.

The presidential election could take place in the first half of the year instead of in December if the Constitutional Court delivers a guilty verdict for President Park Geun-hye's impeachment. Should this happen, the country has to elect a new leader within 60 days.

The Korea Trade-Investment Promotion Agency (KOTRA) reported on 12 January that China's commerce ministry had extended anti-dumping duties imposed on South Korean-made optical fibres for five more years from 1 January 2017.

This followed the exclusion of various models of electrical vehicles with Korean-made batteries from eligibility for subsidies in China in January 2017 and June 2016, ban of multiple Korean cosmetic products in January 2017, and rejection in December 2016 of a request by three South Korean carriers for charter flights over the 2017 Lunar New Year holiday. China accounted for 26 out of 49 non-tariff barriers (NTBs) against South Korean goods identified by the Korea International Trade Association (KITA) in October 2016, more than any other countries.

So yet another neighbour that Chinis are threatening. And here I thought Chinis were dreaming of pitting SK against Japan and therefore weakening the cogs of American pivot.

@amoy How long do you think China can go all hot and heavy with trade war and what do you think China can achieve by it?

I have said this before and I'll say it again. THAAD will be deployed in S.Korea and China will not be able to do anything about it except it usual stunts,rhetorics and warnings which can be safely ignored.
This reminds me of their ADIZ drama and how it was ripped to shreds by a couple of B-52s.

THAAD deployment on the Korean Peninsula is seen as equivalent to the Soviet missile deployment on Cuba. S.Korea has to brace up for retaliations from China and Russia of course.

S Korean court to uphold presidential impeachment before mid-March
The impeachment bill was passed in the parliament by an overwhelming majority on Dec. 9. To permanently boot Park out, the bill must be upheld by the constitutional court, of which deliberation can last up to 180 days.
South Korea's Economic Dependence on China
South Korea’s most important economic relationship is with China. The condition of this relationship will largely determine the health and well being of the ROK economy — and things are not looking promising.

The Financial Times reported earlier this week what those familiar with South Korea’s asymmetric trading relationship with China knew was coming: an export plunge. “Exports fell 14.7 per cent last month from a year before … the biggest decline since August 2009.” While smartphone and semiconductor exports rose, petroleum products and ships took the deepest dive at 40.3 percent and 51.5 percent, respectively. With further declines in exports predicted, coupled with the recent devaluation of the renminbi, some expect the Bank of Korea to cut the interest rate from an already record low rate of 1.5 percent. A weak renminbi will only further decrease China’s spending power, meaning an even further drop in exports for Korea. A race to the bottom, as it were.
Between 2010 and 2014, exports averaged 53.2 percent of South Korea’s GDP, according to World Bank data. This is comparatively high. South Korea also has a relatively high trade-to-GDP ratio. The trade-to-GDP ratio is a good indicator of just how open (re: vulnerable) countries are to the dips and dives of the global economy. This statistic is calculated by adding total imports plus total exports divided by GDP in current prices. According todata from the World Trade Organization (WTO), in 2014 South Korea had a trade to GDP ratio of 103.2.Economies of comparable size have ratios between 55-65. Japan has a ratio of 33.6.

A closer look at the WTO data shows that South Korea doesn’t trade evenly. South Korea’s main trading partner is China; it is not a balanced relationship. The breakdown in the ROK economy’s total exports shows that China takes in 26.1 percent of South Korea’s exports. By imports to South Korea, China is number one, too, at 16.1 percent. By contrast, data for China shows that South Korea, while a leading trading partner, is nowhere near as crucial. In other word, China is not as dependent on South Korea as South Korea is on it. The ROK takes in 4.1 percent of China’s exports and provides 9.4 percent of China’s total imports. The China-South Korea economic relationship is a case-in-point in trading asymmetry.

@amoy Nope, not the same. It'd be same if Mexico had nukes and was a rabid pet of US. South Korea on the other hand has genuine concerns about the mad man with his finger on the red button whom China is struggling to control.

Also, why are you posting about SK-China trade figures because that's not what I asked bro.

What is China trying to achieve by threatening SK with trade war? China-US has a much larger trade so how exactly is that helping you?

Your own source says that Sino-SK trade is asymmetrical so I don't see why SK should carry on?

Something like what . THAAD.
We have our own ballistic missile defense system . One of most advanced in the world.

I'm sure we have better capabilities then whatever second rate system US deployed in SK. ( US won't deploy the best configuration or would it???).

China is responsible for this itself.
Even if now china stopped assisting NoKo it will have to give up nukes.

Chinese policies in Pakistan will also come to bite them back. Indian missile defense will become another headache for china:biggrin2:

Why are you pulling Russia into the equation.. they do not have any stake in that region..
Chinese can't do much without Russian support strategically against soko+US.

And these days Russians have interest across the globe :biggrin2:

it's the same system no second rate or third rate, System is manned by american and technician are also american. contract went to the company I work for.
