KARACHI: A frenzied mob attacked a Hindu temple and set a dharamshala on fire over alleged desecration of a holy book, prompting authorities to impose a curfew in the Larkana city of Pakistan's southern Sindh province.

The protesters attacked the temple, set the dharamshala on fire on Saturday night and surrounded the house of a Hindu man who was accused of burning the pages of the holy book, prompting security forces to fire warning shots and tear gas shells.

Police said curfew has been imposed in Jinnah Bagh and some other parts of the city after the mob went berserk.

"The man accused of blasphemy is a habitual drug addict and the Hindu community in Larkana can't even think of disrespecting any community's religious beliefs," Kalpana Devi, the head of the local Hindu Panchayat, told Geo News.

A local police official said that soon after news spread of the man desecrating the book, angry students and followers of local religious seminaries had started gathering in groups and demanded the man be handed over to them.

"They set on fire the main Hindu temple in the Jinnah Bagh chowk area and also completely gutted the adjoining Dharamsala," the official said.

"Curfew has now been imposed in the area with heavy patrolling by the paramilitary rangers and police who had to baton charge and use tear gas shells to disperse the mob," he said.

Larkana is the hometown of the Bhutto family and the stronghold of the ruling Pakistan People's Party.

Failed state - Wikipedia, the free encyclopedia

"A failed state is a state perceived as having failed at some of the basic conditions and responsibilities of a sovereign government. There is no general consensus on the definition of a failed state. The definition of a failed state according to the Fund for Peace is often used to characterize a state with the following characteristics :

loss of control of its territory, or of the monopoly on the legitimate use of physical force therein
erosion of legitimate authority to make collective decisions
an inability to provide public services
an inability to interact with other states as a full member of the international community

Common characteristics of a failing state include a central government so weak or ineffective that it has little practical control over much of its territory; non-provision of public services; widespread corruption and criminality; refugees and involuntary movement of populations; and sharp economic decline.

The level of government control required to avoid being considered a failed state varies considerably amongst authorities. Furthermore, the declaration that a state has "failed" is generally controversial and, when made authoritatively, may carry significant geopolitical consequences."

    WRT Pakistan :

loss of control of its territory, or of the monopoly on the legitimate use of physical force therein - check
erosion of legitimate authority to make collective decisions - check
an inability to provide public services - check
an inability to interact with other states as a full member of the international community - check
