Team Anna rejects Parl Panel's Lokpal draft

    Nov 29, 2011

New Delhi: Reacting strongly on the Lokpal Bill draft readied by Parliament Standing Committee, Team Anna has rejected the draft. Team Anna member Arvind Kejriwal on Tuesday raised objections over the details of the draft and said that it goes against the assurance given by Centre to Anna Hazare on the Lokpal Bill.

On the inclusion of NGOs in Lokpal, Kejriwal said, "NGOs that get government money should be brought under Lokpal." "Corruption in NGOS and media should be strengthened by separate mechanisms," Kejriwal added.

He also said that the government wants to keep the CBI under its control, which is unacceptable. "The draft, as I am being told, provides for the CBI to be kept under government control. If the CBI is under government control, then the Lokpal will remain as an empty tin box," Kejriwal said.

Kejriwal also flayed the Standing Committee's draft over not including the lower bureaucracy under the ambit of the Lokpal. He said, "The sense of the House adopted by Parliament clearly said that lower bureaucracy and the citizen's charter will be included. We request that the sense of the House be respected."

Disappointed over the draft report of the Standing Committee on Lokpal Bill, Team Anna member Kiran Bedi has also warned that going back on commitment given by Parliament would call for a mass movement again.

When asked for her comments on the draft report which sought to keep lower bureaucracy out of the ambit of the ombudsman, among others, Bedi said, "This is going back on the commitment and will call for mass movement again".

Bedi called the exclusion of judiciary a setback to people's demands as people "overwhelmingly" wanted judiciary in. "By this, corruption in judiciary is covered nowhere, neither in Judicial Accountability Bill nor in Lokpal".

Bedi also said that if the anti-corruption wing of CBI does not come under Lokpal's jurisdiction, the country will never see successful expeditious prosecutions of the high and mighty.

Reacting to members unanimously recommending conferring constitutional status on Lokpal, Bedi expressed apprehension that "this may become the reason for not having it".

"For the government in power does not have a two thirds majority in Parliament. It will be used to not pass the bill," she said.

Let it be debated in the Parliament.

Or if it is not tabled this Session inspite of the PM's assurance, then take a call!
