Sub-orbital bomber, is it possible?

    For example, Russia wants to deliver something (usually a bomb) on a target on south Atlantic, but they don't want to use ballistic missile for some reasons, then they launch a sub-orbital bomber, the bomber flies beyond the atmosphere and drop something towards the target. After the two hours round-the-world trip, the bomber land on Russia, mission completed.

    This is useful for anti the piracies all over the world, Russia/India/China all we could research it.
