Yes, I noticed this Pakistan Ranger's black boots, too. Quite possibly, as you say, an Indian infiltrator, a RAW secret agent posing as a Pakistan Ranger. Whatever he is, he is certainly a nonconformist.

What is interesting, too, is that a permanent diamond-mesh fence topped with barbed wire on a concrete base has been erected along the international border.

This looks like a militarised international border with coils of concertina wire laid out as barbed-wire entanglements between high barbed-wire fences with steel posts. Much more military!

At night flood lights are used to light off fence, Thermal cameras are used and it is under surveillance.

-First guy dont know how to wear helmet, his strap is open. He has walki-talki set in his hand and want to hold MP5 with same hand.........
-third and fifth also have no idea about helmets.
-sixth has helmet over his eyes.

PS, @Redhawk, the hexagonal mesh barrier is at 'Wagah Peace park' near Wagah border (famous for border closing ceremony) between Lahore (Pak) and Amritsar ( IND) far away from confrontation Zone

This is on the Indian side. Paki side has their own fence. No construction can be done on the exact zero line. So both countries create a fence on their own land a bit behind the zero line. Zero line is only marked with concrete markers.

If you have ever been to Attari/Wagah boarder, you can see it with your own eyes.

The Paki side has the pathetic diamond mesh fence.

There is onleee 1 RAAAAW agent ie. the 2nd one in goggles and the rest are local farmers in soldier attire.
