Was it 'near misses' or deliberate Nelson's eye so that an horrific events happen far from home and use the international outrage for their own use?

It is well known that Headley was a US double agent.

    Couldn't agree more!

Our spy agencies are staffed by bored desk riders ( DR's) who hate operating in the field.

Turf protection is common ,even at the cost of National requirements.

Two of them from top slots that I know personally ( since retired) are devout alcoholics since long ( 8 PM to 8 AM, off road)

I think the spooks are a national joke. Time to revamp the agencies.

I have earlier also written on this some where citing the example of Israel and the Katsa ( Mossad)

A katsa is a field intelligence officer of Mossad. He or she collects information and runs agents, similar to the case officer of the CIA.

I don't think anyone had anything to gain by conspiring against India to enable the 26/11 attack.
